Based on more than two years of fieldwork conducted in a Yemeni community in southeastern Michigan, this unique study examines Yemeni American girls' attempts to construct and make sense of their identities as Yemenis, Muslims, Americans, daughters of immigrants, teenagers, and high school students. All American Yemeni Girls contributes substantially to our understanding of the impact of religion on students attending public schools and the intersecting roles school and religion play in the lives of Yemeni students and their families. Providing a valuable background on the history of Yemen and the migration of Yemeni people to the United States, this is an eye-opening account of a group of people we hear about every day but about whom we know very little. Through a series of intensive interviews and field observations, Loukia K. Sarroub discovered that the young Muslim women shared moments of optimism and desperation and struggled to reconcile the America they experienced at school with the Yemeni lives they knew at home. Most significant, Sarroub found that they often perceived themselves as failing at being both American and Yemeni. Offering a distinctive analysis of the ways ethnicity, culture, gender, and socioeconomic status complicate lives, Sarroub examines how these students view their roles within American and Yemeni societies, between institutions such as the school and the family, between ethnic and Islamic visions of success in the United States. Sarroub argues that public schools serve as a site of liberation and reservoir of contested hope for students and teachers questioning competing religious and cultural pressures. The final chapter offers a rich and important discussion of how conditions in the United States encourage the rise of extremism and allow it to flourish, raising pressing questions about the role of public education in the post-September 11 world. All American Yemeni Girls offers a fine-grained and compelling portrait of these young Muslim women and their endeavors to succeed in American society, and it brings us closer to understanding an oft-cited but little researched population.

Despite remarkable progress supported by international commitment to meeting the MDGs, countries such as Yemen still face great challenges in achieving gender parity in education and in reducing in-country disparities. Strengthening community participatory school management is a key area which JICA has prioritized in its programs for reaching marginalized children and for improving access to and quality of education. One instance of this is a technical cooperation project in Yemen called Broadening Regional Initiative for Developing Girls??? Education (BRIDGE) Phase 1 (2005-2008), which piloted a participatory school management model supported by school grants with the objective of eliminating gender disparity in basic education. How successfully has this approach been in such a traditional society? Our analyses of the performance of the project's pilot schools based on analyses of data collected at three points in time - at the initial year and end year of the project and two years after the project's end - suggests the following: Interventions in school management that strongly emphasize girls can be effective in rather quickly improving gender parity regardless of the schools' initial conditions. However, we also observe that the post-project performance of the pilot schools in terms of gender parity is mixed, even though budgets for school grants were allocated by the local government to all pilot schools. We further observe that such variation in performance appears to be significantly correlated to school leaders' perceptions of gender equality, to community participation, and to the number of female teachers employed. These findings point to the importance of continuous long-term guidance to the schools and monitoring of those which implement school improvement programs. Attention should be paid to key factors that might influence school performance, such as those identified in this paper.

This paper analyzes the benefits from female education (who gains and in what ways) and the constraints (direct and opportunity costs, reflecting economics and tradition). It then outlines promising approaches for increasing female education. The demand for female education can be strengthened gradually through economic and sectoral policies that increase the returns. But, this paper focuses on education policies, many of which could be adopted now, to lower the costs, improve the quality, and increase access to education in ways that will allow more girls to attend school. It reports evidence of effectiveness and gives examples, particularly from projects involving the World Bank. Especially in poor countries, projects succeed best when they include a "package approach" to address what are typically multiple and powerful constraints to female education. The paper calls for increased monitoring and testing the cost-effectiveness of the kind of innovative packages now being tried in several developing countries.
