Against the background of concern about ministerial responsibility for the health of prisoners in Europe, the members of the WHO European Network on Prison and Health asked the WHO Regional Office for Europe to provide a document on the governance of prison health. A special Expert Group for the Stewardship of Prison Health and members of the WHO European Network on Prison and Health have contributed to this document. The Expert Group concluded, with regard to institutional arrangements for prison health, that: (i) managing and coordinating all relevant agencies and resources contributing to the health and well-being of prisoners is a whole-of-government responsibility, and (ii) health ministries should provide and be accountable for health care services in prisons and advocate healthy prison conditions. The Expert Group considers that such governance of prison health is in accordance with and supportive of the new European policy for health, Health 2020, and will lead to better health and well-being of prisoners as part of better public health.

This analysis is devoted to the progress in implementation of the recommendations made by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (hereinafter – CPT, Committee). It concerns all the recommendations made by the Committee since its first visit to Ukraine in 1998. During this time, the Committee has published 15 reports pertaining to Ukraine. Of these, 12 reports that were fully or partially devoted to the Ukrainian penitentiary system were analysed. Three remaining reports were ignored since they were dealing exclusively with other areas (psychiatric institutions, border guard facilities, etc.). The intention was to analyse the implementation progress of only those recommendations, the implementation of which could be measured. Besides, only recommendations of systemic nature were taken for analysis. Therefore, the analysis does not consider the implementation of other recommendations with regard to: individual penitentiary institutions and their repair state; individual or collective cases of torture/degrading treatment in certain institutions; provision of material resources, food, medicines, etc .; staffing level of individual institutions. Thus, the focus was on recommendations with regard to which it was possible to state on their implementation, non-implementation or partial implementation. An important part of these recommendations require legislative changes and/or additional funding. In some cases, recommendations for individual institutions were taken into account when addressing systemic issues. The purpose of the analysis was to conduct a kind of "inventory" of the Committee's outstanding recommendations. The idea was to summarize a large number of standards scattered in the various reports. To facilitate finding the referenced reports containing relevant recommendations the year of the Committee's visit and the paragraph of the relevant report are indicated in parentheses.

In most countries, problematic drug use is dealt with primarily as a criminal justice issue, rather than a health issue. Accordingly, a large proportion of people in prison have a history of alcohol, tobacco and/or illicit drug use and, despite the best efforts of correctional authorities, some continue to use these substances in prison, often in very risky ways. After release from prison, many relapse to risky substance use, and are at high risk of poor health outcomes, preventable death, or reincarceration. In this edited volume, for the first time we bring together 40 contributors from 10 countries to review what is known about alcohol, tobacco and illicit drug use in people who cycle through prisons, and the harms associated with use of these substances. We consider some evidence-based responses to these harms - both in prison and after return to the community - and discuss their implications for policy reform. Improve the well-being of prisoners in detention, enable them to change their behavior and attitudes, develop their ability to live together, learn to respect others and abide by the rules, and thus facilitate their reintegration into society, these are the objectives of a prison sports policy. There has been growing recognition of the value of sport by the prison system. Its effects are highly beneficial to those in detention and to prison life in general. However, looking at the objectives through to the challenges, we can see that the link between sport and prison is a complex one, and in order to understand it better and to see what lessons can be learned, an in-depth thinking process is required, based on current scientific knowledge in this field and on state policies and practices being implemented in prisons. In the framework of its activities promoting diversity in and through sport, the Enlarged Partial Agreement on Sport (EPAS) of the Council of Europe has been working on the subject of sport and prison since 2013, in close connection with the Council for Penological Co-operation (PC-CP). Following an expert seminar organised in Strasbourg in 2013, a pan-European conference was held in Paris in 2014. The results of a survey which highlighted the numerous examples of good practice regarding sports programmes were discussed. The conference highlighted the need to record the different points of view regarding sport in prison at a pan-European level in order to identify the real challenges. Gaëlle Sempé is a lecturer in sociology, sports science and physical education training (STAPS), and teacher-researcher at Rennes University 2. Mr Vivian Geiran, author of the foreword, is chair of the Council for Penological Co-operation (PC-CP) of the Council of Europe. The Enlarged Partial Agreement on Sport (EPAS) is an agreement between a number of Council of Europe member states (38 as of 1 January 2018) which have decided to co-operate in the field of sports policy. As an “enlarged” agreement, EPAS is open to non-member states. It works in co-operation with relevant organisations, in particular with representatives of the sports movement.
