The book examines the various ways that fragile states (or states with limited statehood) in Africa, Asia, the Pacific, and the Americas have adopted, and adapted to, the processes of liberal political governance in their quests to address the problem of political fragility. It presents the stories of resilience in the political adaptation to Western liberal conceptions of governance. In addition to singular or comparative country case studies, this project also examines the interplay of culture, identities, and politics in the creation of people-centric governance reforms. Towards these ends, this volume sheds light on weak states’ often constructive engagement in the promotion of state governance with a variety of political conditions, adverse or otherwise; and their ability to remain resilient despite the complex political, sociocultural, and economic challenges affecting them. Through a multidisciplinary approach, the authors aim to counter the noticeable shortcomings in the discursive representations of fragility, and to contribute a more balanced examination of the narratives about and impact of political adaption and governance in people’s lives and experiences.

This book focuses on the indicators of fragility and the resilience of state-led interventions to address them in sub-Saharan Africa. It analyzes the ‘figure’ of fragile states as the unit the analysis and situates the study of fragility, governance and political adaptation within contemporary global and local political, economic and socio-cultural contexts. This book provides a critical analysis of the political and conflict impacts of “good governance” public finance reforms, showing how unintended distributional outcomes can undermine broader state‐building goals. The international community expends enormous resources trying to build “good governance” institutions in countries emerging from war. By ensuring efficiency, increasing transparency, and enhancing public accountability in the use of public resources, the adoption of “good governance” institutions is assumed to support stability, peace, and sustainable economic growth. Such assumptions, however, have a limited empirical basis and obscure a more complex reality. Drawing from political science and institutional economics, and evidence from major state‐building interventions in Afghanistan, Timor‐Leste, and Solomon Islands, this book explores the impacts of technocratic “good governance” reforms in fragile environments. Through the lens of public finance reform, it illustrates how efforts to achieve efficiency and accountability, while often bringing important benefits, can also undercut the patronage channels that draw together powerful elites, thereby increasing conflict pressures and eroding prospects for sustainable peace. This book examines international aid in North Korea, in particular the ongoing policy of withholding aid, through the lens of the impact on the general population to present an argument for sustainable development. Focusing on the human rights of North Koreans and presenting a case for the use of aid as a provision for social change, it explores an alternative narrative to the existing long-drawn-out rhetoric of ‘denuclearisation-first’. The book’s scope includes evaluations of the causes of international sanctions and their impact, the Kim regime’s mitigation of sanctions through marketisation and a digital economy as well as barriers to aid monitoring and the reason for the absence of any mass anti-regime movement. It also posits that North Korea is a fragile state but cloaked by the image of a strong regime. The book succinctly demonstrates that the key to unlocking the potential of North Korea’s ‘cloaked society’ does not lie in sanctions, but is to be found in engagement with development aid.
