Today's world is changing at breakneck speed, shaking the very foundations of many societies. Increased mobility through massive urbanization and migration allows people unprecedented access to different cultures and ideas; advanced technologies speed the pace of human interaction; the globalization of communication offers new forms of social relationships that may directly contradict traditional norms for behavior. These changes create tremendous stresses on relationships in societies - affecting the way youth interact with their elders, the way women and men relate to each other, how urban migrants and refugees relate to their new environments, and so on. The impacts of these changes are felt acutely in 'fragile' situations, where groups and institutions struggle to adapt to the stresses of rapid social change. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. In addition to these domestic challenges, the costs of fragility often spill over to neighboring regions in the form of trafficking in illegal goods and persons, corruption, and violence. 'Societal Dynamics and Fragility' frames a fresh approach to these challenges, by focusing on improving relationships across groups and institutions in society. Drawing on case studies from Yemen, Central African Republic, Haiti, Liberia and Aceh (Indonesia), the book provides a framework for understanding and healing the social divides that often get in the way of building capable institutions and exiting from fragility.

Setting macroeconomic policy is especially difficult in fragile states. Political legitimacy concerns are heightened, raising issues such as who the policymakers are, what incentives they face, and how the process of policymaking is likely to work under limited legitimacy and high uncertainty both about the macroeconomic environment as well as policy effectiveness. In addition, fragility expands the range of policy objectives in ways that may constrain the attainment of standard macroeconomic objectives. Specifically, in the context of fragility policymakers also need to focus on measures to mitigate fragility itself - i.e., they need to address issues such as regional and ethnic economic disparities, youth unemployment, and food price inflation. Socio-political developments around the world have thus pushed policymakers to broaden their toolkit to improve the effectiveness of macroeconomic management in the face of these constraints. The chapters in Macroeconomic Policy in Fragile States address these issues, both by giving an analytical context from which policymakers can build to answer the questions they face in fragile situations as well as by providing lessons drawn from empirical analyses and case studies. The first section of the volume discusses the interactions between political economy considerations and macroeconomic policymaking. The second section covers the private sector environment in fragile states. The third section focuses on macroeconomic policy, especially fiscal policy, monetary policy, exchange rate policy, external flows, and aid effectiveness. The last section explains the role of the IMF in fragile states and concludes by presenting case studies from the Middle East and from Sub-Saharan Africa. This volume covers a wide spectrum of governance issues relating to small states in a global context. While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background.
