Today's world is changing at breakneck speed, shaking the very foundations of many societies. Increased mobility through massive urbanization and migration allows people unprecedented access to different cultures and ideas; advanced technologies speed the pace of human interaction; the globalization of communication offers new forms of social relationships that may directly contradict traditional norms for behavior. These changes create tremendous stresses on relationships in societies - affecting the way youth interact with their elders, the way women and men relate to each other, how urban migrants and refugees relate to their new environments, and so on. The impacts of these changes are felt acutely in 'fragile' situations, where groups and institutions struggle to adapt to the stresses of rapid social change. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. In addition to these domestic challenges, the costs of fragility often spill over to neighboring regions in the form of trafficking in illegal goods and persons, corruption, and violence. 'Societal Dynamics and Fragility' frames a fresh approach to these challenges, by focusing on improving relationships across groups and institutions in society. Drawing on case studies from Yemen, Central African Republic, Haiti, Liberia and Aceh (Indonesia), the book provides a framework for understanding and healing the social divides that often get in the way of building capable institutions and exiting from fragility.

Extreme fragile situations are now home to at least a quarter of the worlds people. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. It is unsurprising that not a single low-income country in these circumstances has been able to achieve even one Millennium Development Goal (World Bank 2011). In addition, many fragile situations generate spillover effects such as trafficking in illegal goods and persons, and corruption, which threaten the stability of neighboring countries (Organization for Economic Cooperation and Development, or OECD 2005, 2010). This study views fragility as not only a problem of state capacity, but also of relationships in society. That is, while some elements of fragility emanate from the state, others are deeply rooted in societal dynamics, the way individuals and groups interact and the relationships that form out of these interactions.

Transitional justice, commonly defined as the process of confronting the legacies of past human rights abuses and atrocities, often does not produce the kinds of results that are imagined. In multiethnic, divided societies like Uganda, people who have not been directly affected by harm, atrocity, and abuse go about their daily lives without ever confronting what happened in the past. When victims and survivors raise their voices to ask for help, or when plans are announced to address that harm, it is this unaffected population that see such plans as pointless. They complain about what they perceive as the "needless" time and money that will be spent to fix something that they see as unimportant and, ultimately, block any restorative processes. Joanna R. Quinn spent twenty years working in Uganda and uses its particular case as a lens through which she examines the failure of deeply divided societies to acknowledge the past. She proposes that the needed remedy is the development of a very rudimentary understanding—what she calls "thin sympathy"—among individuals in each of the different factions and groups of the other's suffering prior to establishing any transitional justice process. Based on 440 extensive interviews with elites and other thought leaders in government, traditional institutions, faith groups, and NGOs, as well as with women and children throughout the country, Thin Sympathy argues that the acquisition of a basic understanding of what has taken place in the past will enable the development of a more durable transitional justice process.

This book looks at Salafi influencers and foreign fighters in the Balkans to examine how the origins and dynamics of radical milieus are related to the legacy of the Bosnian War and the Kosovo War. The work seeks to understand if and in what ways these wars influenced the consolidation of radical milieus and whether they impacted the recruitment of foreign fighters. In doing so, the book traces the path of more than 400 individuals that either traveled to Syria or were involved in recruitment locally. Employing a qualitative methodological approach, the book argues that radical influencers are likely to be more evident in postwar societies due to state and societal fragility, which create more power for social actors and constrain efforts to counter extremism. Through the activism of social actors emerging from wars, preceding conflicts resonate through society across different locations and particular postwar radical milieus do not need to be only in the place where war atrocities happened. Thus, radical milieus can spread to various locations including countries hosting postwar diaspora communities. This book will be of much interest to students of radicalisation, terrorism and political violence, Balkan politics, Middle Eastern politics, and IR in general.
