The WHO Regional Office for Europe commissioned this report to support the implementation of the health 2020 Framework. It builds on Governance for Health in the 21st Century, a study conducted for the WHO Regional office for Europe. This report provides policy-makers with examples from around the world of how whole-of-government and whole-of-society approaches have been implemented together with a set of tools to manage the complex policy process. These policy examples have been selected with a view to the priority areas set by the Health 2020 policy framework and with the following criteria in mind: they provide useful lessons, often illustrate best practices, cover a wide variety of different contexts and countries and, as far as possible, have been implemented and, ideally, evaluated. The report aims to contribute, in particular, to the Health 2020 strategic policy objective of "improving leadership and participatory governance for health". It is conceived as a living document that will be continually enriched with new examples and analysis.

Global health diplomacy begins with a recognition that the most effective international health interventions are carried out with sensitivity to historical, political, social, economic, and cultural differences. It focuses on the interplay of globalization, economic interdependence, social justice, and the enlightened self-interests of nations. Global health diplomacy can help sustain peace and economic stability in a globalized world, but the skills necessary for this endeavour are not taught in standard health sciences curricula or in Foreign Service academies. However, they bear directly on the success of international health cooperation, be it from the global north to the global south or south-to-south cooperation. Global health diplomacy can be a critical pathway to assure good global governance and improved international relations among the great powers and between these powers and the developing world. It can be a mechanism to avert conflict and to augment health, peace, solidarity, economic progress, and multinational cooperation.

Against the background of concern about ministerial responsibility for the health of prisoners in Europe, the members of the WHO European Network on Prison and Health asked the WHO Regional Office for Europe to provide a document on the governance of prison health. A special Expert Group for the Stewardship of Prison Health and members of the WHO European Network on Prison and Health have contributed to this document. The Expert Group concluded, with regard to institutional arrangements for prison health, that: (i) managing and coordinating all relevant agencies and resources contributing to the health and well-being of prisoners is a whole-of-government responsibility, and (ii) health ministries should provide and be accountable for health care services in prisons and advocate healthy prison conditions. The Expert Group considers that such governance of prison health is in accordance with and supportive of the new European policy for health, Health 2020, and will lead to better health and well-being of prisoners as part of better public health.

"Health 2020 is the new health policy framework of the WHO European Region. The policy aims at significantly improving the health and well-being of populations, reducing health inequalities, strengthening public health and ensuring sustainable people-centred health systems. Health 2020 is for the whole of government and the whole of society. It envisages actions and outcomes well beyond the boundaries of the health sector and beyond the remit of the ministry of health. Health 2020 therefore proposes reaching out and working together with other ministries, departments, sectors, organizations, stakeholders and civil society organizations. Health 2020 also proposes reaching out to, and working together with, citizens, patients and consumers, providing more opportunities for empowerment. Progress towards all these goals will be achieved by policy action in four areas: investing in health through a life-course approach and empowering citizens; tackling Europe's major disease burdens of noncommunicable and communicable diseases; strengthening people-centred health systems and public health capacities, including preparedness and response capacity for dealing with emergencies; and creating supportive environments and resilient communities. This volume presents in a practical way an analysis of how to reach out and work together. It focuses and gives clear advice on intersectoral governance structures that can facilitate intersectoral action. It is hoped that the volume will help WHO Member States assess and revise their practices of intersectoral collaboration, and inspire new ways of reaching out and working together. We also hope that it will encourage the exchange of good practices between countries. The book was developed in parallel with Health 2020 and it has continuously informed the technical consultations with Member States and experts that have taken place over the last two years. It comes as part of a package of studies that has provided scientific background to the development of Health 2020, including a study on governance for health in the 21st century and a review of social determinants and the health divide, both of which also provide examples on how to implement whole-of-society and whole-of-government approaches."--P.
