This book aims to provide insight into how Southeast Asian countries have responded to disasters, recovered, and rebuilt. It investigates emergency response and disaster recovery cases at national levels and from regional perspectives. Recovery from great disasters poses great challenges to affected countries in terms of organization, financing, and opportunities for post-disaster betterment. Importantly, disasters are critical moments in which to achieve disaster risk reduction, especially in the context of climate change and Sustainable Development Goals. Insights from these cases can help other countries better prepare for response and recovery before the next disaster strikes. While the experiences of disaster risk reduction and climate change implementation in Southeast Asian countries have been well documented, tacit knowledge from emergency response and recovery from these countries has not been transformed into explicit knowledge. There are only a few books that integrate information and lessons from post-disaster governance in Southeast Asia as a region, and because of the importance of providing real and recent situations, this book will interest many policymakers, practitioners, and academics. The information presented here will lead to a better understanding of how to plan for future disasters and improve governance to ensure effective emergency response as well as encouraging a build back better and safer towards a more resilient and sustained recovery.

Both natural and unnatural disasters pose new questions to which previous experience provides only limited answers. These challenges are arguably greater than ever, in a more globalised world confronted by a truly transnational hazard. Despite the devastation caused by the magnitude 9.0 earthquake and 60-foot tsunami that struck Japan in 2011, some 96% of those living and working in the most disaster-stricken region of Tōhoku made it through. Smaller earthquakes and tsunamis have killed far more people in nearby China and India. What accounts for the exceptionally high survival rate? And why is it that some towns and cities in the Tōhoku region have built back more quickly than others? Black Wave illuminates two critical factors that had a direct influence on why survival rates varied so much across the Tōhoku region following the 3/11 disasters and why the rebuilding process has also not moved in lockstep across the region. Individuals and communities with stronger networks and better governance, Daniel P. Aldrich shows, had higher survival rates and accelerated recoveries. Less-connected communities with fewer such ties faced harder recovery processes and lower survival rates. Beyond the individual and neighborhood levels of survival and recovery, the rebuilding process has varied greatly, as some towns and cities have sought to work independently on rebuilding plans, ignoring recommendations from the national government and moving quickly to institute their own visions, while others have followed the guidelines offered by Tokyo-based bureaucrats for economic development and rebuilding.

Disaster Risk Governance offers the first extensive engagement with disaster risk governance in the Caribbean and Sub-Saharan Africa. In the last decade and a half Kenya, Jamaica, Dominica, and Zanzibar have all suffered massive destruction from disasters caused by natural hazards. Despite the tremendous investments in disaster risk reduction (DRR), disasters have wiped out the developmental gains of these countries. In this book, Denise Thompson argues that disaster risk governance (DRG) as a practical and academic matter has not been given the attention it deserves, and as a result, this neglect has undermined the time, money and resources invested in DRR in developing countries since the late 1970s and early 1980s. Thompson proposes that properly conceptualizing DRG based on context will help to address some of the deficiencies. Consequently, DRG needs to become a central focus, particularly for developing countries.
