Coastal communities depend on the marine environment for their livelihoods, but the common property nature of marine resources poses major challenges for the governance of such resources. Through detailed cases and consideration of broader global trends, this volume examines how coastal communities are adapting to environmental change, and the attributes of governance that foster deliberate transformations and help to build resilience of social and ecological systems. Governance here reflects how communities, societies and organisations (e.g. fisher cooperatives, government agencies) choose to organise themselves to make decisions about important issues, such as the use and protection of coastal commons (e.g. fishery resources). The book shows how a governance approach generates insights into the specific forms and arrangements that enable coastal communities to steer away from unsustainable pathways. It also provides an analytical lens to consider important questions of power, knowledge and legitimacy in linked social-ecological systems. Chapters highlight examples in which communities are engaging in deliberative transformations to build resilience and enhance their well-being. These transformations and efforts to build resilience are emerging through multi-level collaboration, shared learning, innovative policies and institutional arrangements (such as new property rights regimes and co-management), methodologies that engage with indigenous cultural practices, and entrepreneurial activities, including income and livelihood diversification. Case studies are included from a range of countries including Canada, Japan, Brazil, Indonesia, Mexico, South Africa, Thailand, the South Pacific and Europe. The authors integrate theory with practical examples to improve coastal marine policy and governance, and draw upon emerging concepts from social-ecological resilience and transformations, adaptive governance and the scholarship on the commons.

This volume provides a human-centered perspective, building on the expanding horizon from biological and economic management to interdisciplinary and transdisciplinary aquatic resources governance. It was prepared in celebration of the tenth anniversary of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). It also provides an update of Berkes’ book, Coasts for People. Interdisciplinary Approaches to Coastal and Marine Resource Management (Routledge, 2015). The original chapters of the book served as the first draft of seven of the chapters, all of them rewritten with multiple authors (total of 20 co-authors) and with an explicit focus on small-scale fisheries through the lens of the SSF Guidelines.Over the years, aquatic resources governance has evolved. For example, the term “resource”, which carried a sense of free goods and commodification of nature, shifted in meaning to include biodiversity and ecosystem services. The term “management” changed to include participation, complexity and uncertainty. The volume focuses on several subject areas as the key elements of an interdisciplinary science of aquatic governance. These include holism and ecosystems view (Chapter 2); coupled humans and environment systems (Chapter 3); fishers’ knowledge (Chapter 4); commons dilemmas (Chapter 5); co-management (Chapter 6); livelihoods and sustainability (Chapter 7); fishery systems resilience (Chapter 8); and ecosystem and human rights-based management (Chapter 9). These interdisciplinary, social science-oriented approaches have shaped recent thinking about small-scale fisheries, helping empower fishers and fishworkers towards a more inclusive, equitable, sustainable and resilient subsector. They also help meet Sustainable Development Goals, particularly SDG1 (No Poverty) and SDG2 (Zero Hunger), consistent with the emphasis of SSF Guidelines on poverty eradication and food security. The intended audience for the volume is broad-based and includes fisheries and aquatic management practitioners and policymakers, scientists and educators. It is an invitation to a new generation of resource managers to be aware of how approaches and concepts have evolved over time to embrace the challenge of interdisciplinarity and complexity to advance the transformation towards sustainable small-scale fisheries.

Published in 1999, Creative Governance sets out to develop new ideas on the development of Fisheries in Europe. The scholarly and political attention for fisheries in general within Europe is predominantly focused on problems of controlling catch. In this book it is not the problems of harvesting which are taken as the starting point, but opportunities in fisheries as a whole: catch, processing, market and consumption of fish and fish products. The discussion is broadened to include the management of fisheries from the perspective of governance rather than management or policy. Governance is a new and important concept currently being developed in several areas of social science, in this book the governance concept is related to the creation of new opportunities of fisheries in Europe. This book is a contribution to our understanding of the worrying situation of small-scale fisheries (SSF) which face marginalisation in most coastal countries. The authors explain why SSF are so pressured; how there has been a powerful backlash against this marginalisation during the last 30 years; what are the main ideational currents supporting this backlash; and what is the enduring value of SSF that justifies that support. The authors discuss the major contemporary interpretations of SSF; the challenges facing SSF globally and in England; and SSF’s coping strategies in response to those challenges through the framework of resilience theory. In an innovative analysis, the authors show how there are three kinds of resilience: passive resilience (where fishers are resigned to their adverse fate), adaptive resilience (where fishers make the best use of the opportunities that are available to them), and transformative resilience (where fishers attempt to change the system that faces them). The authors draw on an extensive range of interview data to provide rich insights into the world of SSF, and they discuss a variety of proposals for improving their conditions.
