Develops and applies an innovative theoretical framework that links domestic economic vulnerabilities to national policy positions and international management in the context of Atlantic fisheries. The rapid expansion of the fishing industry in the last century has raised major concerns over the long-term viability of many fish species. International fisheries organizations have failed to prevent the overfishing of many stocks, but succeeded in curtailing harvests for some key fisheries. In Adaptive Governance, D. G. Webster proposes a new perspective to improve our understanding of both success and failure in international resource regimes. She develops a theoretical approach, the vulnerability response framework, which can increase understanding of countries' positions on the management of international fisheries based on linkages between domestic vulnerabilities and national policy positions. Vulnerability, mainly economic in this context, acts as an indicator for domestic susceptibility to the increasing competition associated with open access and related stock declines. Because of this relationship, vulnerability can also be used to trace the trajectory of nations' positions on fisheries management as they seek political alternatives to economic problems. Webster tests this framework by using it to predict national positions for eight cases drawn from the International Commission for the Conservation of Atlantic Tunas (ICCAT). These studies reveal that there is considerable variance in the management measures ICCAT has adopted--both between different species and in dealing with the same species over time--and that much of this variance can be traced to vulnerability response behavior. Little attention has been paid to the ways in which international regimes change over time. Webster's innovative approach illuminates the pressures for change that are generated by economic competition and overexploitation in Atlantic fisheries. Her work also identifies patterns of adaptive governance, as national responses to such pressures culminate in patterns of change in international management.

Japan is one of the world’s largest fish-eating countries with a long history, and has developed its own customs and values in terms of managing fisheries resources. The first half of this book introduces the history and institutional features of capture fisheries management in Japan, with 9 case studies from sub-arctic to tropical ecosystems, from sedentary to migratory species, and from small-scale coastal to offshore industrial fisheries. For example, coastal fisheries management is more community-based, and local people have the authority and take priority in the decision-making process. In contrast, offshore fisheries are more industrialized and commercially oriented, and the national government plays a major role in their management. One of the main challenges in world fisheries is to implement the ecosystem approach, but there is no one-size-fits-all solution for its implementation. The second half of this book considers the advantages and limitations of the Japanese fisheries management regime and discusses the necessary environmental policy measures to bridge the gaps between fisheries management and ecosystem-based management. As a case study, management measures in the Shiretoko World Natural Heritage area are analyzed. In closing, the Grand Plan of Japanese fisheries policy for the next 20 years and three future scenarios are presented.

An analysis of how responsive governance has shaped the evolution of global fisheries in cyclical patterns of depletion and rebuilding dubbed the “management treadmill.” The oceans are heavily overfished, and the greatest challenges to effective fisheries management are not technical but political and economic. In this book, D. G. Webster describes how the political economy of fisheries has evolved and highlights patterns that are linked to sustainable transitions in specific fisheries. Grounded in the concept of responsive governance, Webster's interdisciplinary analysis goes beyond the conventional view of the "tragedy of the commons.” Using her Action Cycle/Structural Context framework, she maps long-running patterns that cycle between depletion and rebuilding in a process that she terms the management treadmill. Webster documents the management treadmill in settings that range from small coastal fishing communities to international fisheries that span entire oceans. She identifies the profit disconnect, in which economic incentives are out of sync with sustainable use, and the power disconnect, in which those who experience the costs of overexploitation are politically marginalized. She examines how these disconnects shaped the economics of expansion and documents how political systems failed to prevent related cycles of serial resource depletion. Webster also traces the increasing use of restrictive management in response to worsening fisheries crises and the emergence of new, noncommercial interests that demand greater management but also generate substantial conflict. She finds that the management treadmill is speeding up with population growth and economic development, and so concludes that sustainable fisheries can only exist within a sustainable global economic system.

Coastal communities depend on the marine environment for their livelihoods, but the common property nature of marine resources poses major challenges for the governance of such resources. Through detailed cases and consideration of broader global trends, this volume examines how coastal communities are adapting to environmental change, and the attributes of governance that foster deliberate transformations and help to build resilience of social and ecological systems. Governance here reflects how communities, societies and organisations (e.g. fisher cooperatives, government agencies) choose to organise themselves to make decisions about important issues, such as the use and protection of coastal commons (e.g. fishery resources). The book shows how a governance approach generates insights into the specific forms and arrangements that enable coastal communities to steer away from unsustainable pathways. It also provides an analytical lens to consider important questions of power, knowledge and legitimacy in linked social-ecological systems. Chapters highlight examples in which communities are engaging in deliberative transformations to build resilience and enhance their well-being. This book explores how the state can foster collective action by fisher’s communities in fisheries management. It presents a different perspective from Elinor Ostrom’s classic work on the eight institutional conditions that foster collective action in natural resource management and instead emphasizes the role of the state in fisheries co-management, engaging a state-centric notion of ‘meta-governance’. It argues that first, the state is required to foster collective action by fishers; and secondly, that the current fisheries co-management arrangements are state-centric. The study develops these arguments through the analysis of three case studies in Japan, Vietnam and Norway. The author also makes a theoretical contribution to governance literature by developing Ostrom’s ‘society-centric’ framework in a way which makes it more amenable to the analysis of state capacity and government intervention in a comparative context. This book will appeal to students and scholars of global governance, fisheries management, co-management, and crisis management, as well as practitioners of fisheries management.

Sea tenure in Japanese coastal fisheries is a complex subject that is little known in the West. It involves time-honoured customary procedures for management and conflict resolution which may have been incorporated into modern legislation. The Introduction reviews selected aspects of the general behavioural context within which the administration of Japanese fisheries and the resolution of conflicts should be viewed. Since the degree of continuity with traditional management practises is an outstanding characteristic, Chapter 1 describes and provides examples of the historical antecedents of the present situation. Present day formal administration is described in Chapter 2. Systems of coastal sea tenure reflect an intimate interplay of formal government regulations and informal customary elements. The latter are commonly of greater day-to-day importance than the former. In Chapters 3 and 4 this is examined through the problems of conflict management and resolution, proceeding from the personal and small-scale level to the impersonal prefectural and national levels.

Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.
