A report on H.R. 2454, the Amer. Clean Energy and Security Act. The bill would amend the Clean Air Act to establish a cap-and-trade system designed to reduce U.S. greenhouse gas emissions 17% below 2005 levels by 2020 and 83% below 2005 levels by 2050. The market-based approach would establish a cap on the emissions and would allow trading of emissions permits (¿allowances¿). The bill contains energy efficiency provisions that cover grants, standards, rebates and other programs for bldgs., lighting and commercial equip., water-using equip., wood stoves, industrial equip., and healthcare facilities. It contains provisions related to vehicles and fuels, incl. incentives to produce plug-in vehicles and other advanced technology vehicles. Illustrations.

Agricultural conservation has been a public policy issue for more than 60 years. Congress has repeatedly taken action on the issue through water and soil legislation, often as part of omnibus farm bills. The USDA¿s conservation efforts have centered on implementing these conservation programs through working land conservation practices, retiring land from production or estab. conservation easements, and providing technical assistance. The climate change debate and use of ecosystem services markets has brought conservation to the forefront of discussion on the role of agriculture in reducing greenhouse gas emissions. Also, the effect of ethanol production on natural resources and changes in land use is an ongoing concern in the area of biofuels policy.

The agriculture (ag) sector is a source of greenhouse gas (GHG) emissions, which many scientists agree are contributing to observed climate change. Ag. is also a ¿sink¿ for sequestering carbon, which might offset GHG emissions by capturing and storing carbon in ag. soils. The two key types of GHG emissions associated with agricultural activities are methane and nitrous oxide. Contents of this report: (1) Ag. Sinks and Emissions: Source of Nat. Est.; Ag. Emissions; Ag. Carbon Sinks; Potential for Additional Uptake; (2) Mitigation Strategies in the Ag. Sector: Federal Programs; State Programs; (3) Congressional Action: Climate Change Proposals; 2008 Farm Bill Provisions; Related Initiatives Involving U.S. Ag.; Considerations for Congress. Illus.

Models are fundamental for estimating the possible costs and effectiveness of different policies for reducing greenhouse gas (GHG) emissions. There is a wide array of models to perform such analysis, differing in the level of technological detail, treatment of technological progress, spatial and sector details, and representation of the interaction of the energy sector to the overall economy and environment. These differences impact model results, including cost estimates. More fundamentally, these models differ as to how they represent fundamental processes that have a large impact on policy analysis-such as how different models represent technological learning and cost reductions that come through increasing production volumes, or how different models represent baseline conditions. Reliable estimates of the costs and potential impacts on the United States economy of various emissions reduction and other mitigation strategies are critical to the development of the federal climate change research and development portfolio. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop, summarized in this volume, to consider some of these types of modeling issues.
