The purpose of this book is to examine the performance of Guyana's economy during the era of dirigisme and the period of economic liberalisation with emphasis on a market economy, using all available micro-and macro-data. In a much broader and meaningful sense, this book deals with the socio-economic progress of Guyana from the 1960s, with heavy emphasis on the market reforms, because this is the dominant and interesting story for policy lessons in the Third World. This book also focuses on what has happened to poverty, inequality, and other social indicators during the reform period. Until now, there has not been any systematic examination of the effects of the economic reforms in Guyana on unemployment, wages and industrial activity; poverty and inequality; farmers' response to price liberalisation; education and health indicators; ethnicity and growth; and governance, crime and corruption. These issues and more are the subject matter of this book. The book refers to those aspects of Guyana's history and recent political events that bear directly on economic policy and the performance of the economic system.

As Guyana marks the 50th Anniversary of its Independence on 26 May 2016, its Ministry of Foreign Affairs has produced an essay on Guyana's engagement with the world - in two Parts. First, the highlights of its regional and international encounters in the earliest years of Independence; and secondly, the predatory challenges it has faced on its borders, particularly from Venezuela. The Venezuelan challenge has preceded Independence and lasted with increasing intensity all of the last fifty years.

How critical is education in the development struggle of a third world country? Responding to popular demands for more accessible education, the Guyanese government instituted numerous educational reforms, hoping to promote economic growth in both the modern and the traditional sectors of the economy. Many in the traditional sector, however, saw education as a means of economic advancement, and sought increasingly to move into higher social strata through employment in the modern sector. Consequently, the civil service and private firms gained an oversupply of personnel, while agriculture and small business suffered, and unemployment increased. The author examines Guyana’s educational system from historical, political, social, and economic perspectives, and draws implications for other developing countries.

This volume examines the politics and government of Guyana from World War II to the present. Professor Singh ably describes the downfall of a nation which, when it became independent in 1966, had good prospects, ample resources, and a relatively educated population. He examines how a liberal democracy succumbed to authoritarian tendencies, resulting in a defacto one-party state. Next, the author demonstrates how economic development became a casualty of over-centralilzed political and economic decision making. He argues that the persistence of underdevelopment in ex-colonies such as Guyana is traceable to domestic causes. The aim is to analyze the main channels of transmission for shocks from the global economy to Guyana and assess their specific spillover magnitudes. The paper documents the transmission channels of external shocks to the real economy and the financial sector, citing magnitudes and risks. It then describes the policy response, including recent directions of monetary and fiscal policies to weather the spillover of external shocks on the domestic economy through the real and trade channel, and provides an outlook for the envisaged recovery of the global economy.
