Excerpt from Soldiering and Surveying in British East Africa, 1891-1894 As Chief Engineer of the preliminary survey for the Uganda Railway, I had opportunities of acquiring a knowledge of the country between Mombasa and the Victoria Nyanza that do not fall to the lot of the ordinary traveller. My inquiry into the religious disturbances in Uganda gave me an intimate insight into the politics of that country; and as acting-com missioner I played a part in the stirring times that heralded the advent of our Uganda Protectorate. Having thus seen the old order and the new, I have ventured in this book, instead of merely confining myself to my personal experiences, to do justice to the work of others, and give a more or less connected account of the events that led up to and secured our influence and authority on the fertile uplands of British East Africa. Such is the object of the book. It remains for me to express my thanks to those who assisted in its execution. These animals do not fear the train, so you get a good View of them; but you must not conclude that they are as easy of approach when you are on foot. On arriving in most countries there is usually one question for which the newcomer should be prepared. In Sydney I am told he must admire the fine harbour; in Ireland he will probably be asked what he thinks about Home Rule or William the Third; and in British East Africa he will soon be asked what he thinks about the Uganda Railway. The carriage I travelled up in leaked in a rainstorm, and I said what I thought of the Uganda Railway in language that could not be mistaken. But I soon saw that this was not what I was meant to say. These wars are most regrettable from financial as well as other considerations. The government of British East Africa will for some years inevitably be very costly. A cheap administration at the present stage must come to evil. Five millions of pounds are being spent on the Uganda railway, which will assuredly prove a bad investment if money for the development of the country be unwisely stinted.
