The Committee's report finds that although migration is not a panacea for development problems, if properly managed it can deliver major economic gains in terms of poverty reduction. It shows how governments and others could, by shaping the nature of migration and the distribution of its costs and benefits, make migration work for the poor. It highlights five myths which surround the subject, including the fear that there is a 'tidal wave of migrants about to crash on our shores', and that it is the poorest, most desperate people who migrate. The Committee's report argues that effective policies implemented at each stage of the migration journey, by the UK and other developed countries, in developing countries and at a multilateral level, can make migration work for poverty reduction. This includes the need to regulate recruitment policies in rich countries to reduce problems of 'brain-drain' from poorer countries; tackling human trafficking and illegal migration; better managed migration; and promotion of resource flows, including remittances, created by migration. Ultimately, managing migration for poverty reduction is beyond any single nation state, and requires effective partnerships bilaterally and at the multinational level.
