Diese Arbeit ist im Rahmen eines Forschungsvorhabens entstanden, das unter dem Arbeitstitel "Fachwissen in der Politik. Studien zum Wandel des Herrschafts- und Gesellschaftssystems in der DDR seit 1963" im Arbeitsbereich DDR-Forschung und -Archiv des Zentralinstituts für sozialwissenschaftliche Forschung der Freien Univer sität Berlin durchgeführt wird. Im Arbeitsbericht des Instituts wird die Problemstel lung dieses Projekts folgendermaßen beschrieben: Das "Neue Ökonomische System der Planung und Leitung der Volkswirtschaft" (NÖS) 1963, das tiefgreifende Reformen nicht nur des Wirtschaftssystems in der DDR einleitete und über die Zwischenstufe des "Ökonomischen Systems des Sozia lismus" (ÖSS) bis zum VIII. Parteitag der SED Programmatik und Gesellschaftspoli tik der SED bestimmte, beruhte nicht zuletzt auf einer Neuinterpretation der Rolle der Wissenschaft für den politischen, ökonomischen und sozialen Prozeß. In der zu dieser Zeit entwickelten Konzeption der "wissenschaftlich-technischen Revolution" fand diese Bewertung der Wissenschaft als Produktivkraft ihren Ausdruck. Ein Er gebnis dieser neuen Sichtweise war es, daß eine Reihe bis dahin als "bürgerlich" abgelehnter Disziplinen wie z. B. die Kybernetik, Systemtheorie, Soziologie, Orga nisationswissenschaft rezipiert und damit die Begrenzungen der bis dahin gültigen Fassung des Marxismus-Leninismus teilweise aufgegeben wurden. Die Öffnung für neue Wissenschaften, die weitgehende Freisetzung der angewandten Naturwissen schaften von ideologischen Hemmnissen schien darüber hinaus auch einen qualita tiven Sprung in der eigenen gesellschaftspolitischen Entwicklung zu ermöglichen, von dem die Erfüllung bisher uneingelöster Zukunftserwartungen - z. B.

Jeffrey Kopstein offers the first comprehensive study of East German economic policy over the course of the state's forty-year history.
