Many professionals in the technology industry are seeking new solutions beyond the confines of the more traditional type software tools, network design solutions and distributed systems applications. The aim of this book is to provide for them a much needed upgrade of knowledge and skills by addressing the developing technical and business perspectives which have emerged from the deregulation of telecommunications, including issues connected to costs and tariffs. It also addresses a comprehensible introduction to the research, development and implementation of agents. Based on thorough research undertaken from 1993-96 in the United States, Europe and Japan, much practical material is included, with both comprehensive examples and case studies.

This was the first conference jointly organized by the IFIP Working Groups 6. 2, 6. 3, and 6. 4. Each of these three Working Groups has its own established series of conferences. Working Group 6. 2 sponsors the Broadband Communications series of conferences (Paris 1995, Montreal 1996, Lisboa 1997, Stuttgart 1998, and Hong-Kong 1999). Working Group 6. 3 sponsors the Performance of Communication Systems series of conferences (Paris 1981, Zürich 1984, Rio de Janeiro 1987, Barcelona 1990, Raleigh 1993, Istanbul 1995, and Lund 1998). Working Group 6. 4 sponsors the High Performance Networking series of conferences (Aaren 1987, Liège 1988, Berlin 1990, Liège 1992, Grenoble 1994, Palma 1995, New York 1997, Vienna 1998). It is expected that this new joint conference will take place every two years. In view of the three sponsoring Working Groups, there were three separate tracks, one per Working Group. Each track was handled by a different co chairman. Specifically, the track of Working Group 6. 2 was handled by Ulf Körner, the track of Working Group 6. 3 was handled by Ioanis Stavrakakis, and the track of Working Group 6. 4 was handled by Serge Fdida. The overall program committee chairman was Harry Perros, and the general conference chairman was Guy Pujolle. A total of 209 papers were submitted to the conference of which 82 were accepted. Each paper was submitted to one of the three tracks.

The 2009 International Conference on High-Performance Networking, Computing and Communication Systems and the 2009 International Conference on Theoretical and Mathematical Foundations of Computer Science (ICHCC -ICTMF 2009) were held during December 13–14, 2009, in Sanya, Hainan Island, China. ICHCC -ICTMF 2009 was a comprehensive conference focused on the various aspects of advances in high-performance networking, computing, communication systems and mathematical foundations. The conferences provided a chance for academic and industry profe- ionals to discuss recent progress in the area of high-performance networking, com- ting, communication systems and mathematical foundations. The conferences were co-sponsored by the Intelligent Information Technology Application Research Association, Hong Kong and Wuhan Institute of Technology, China. The goal was to bring together researchers from academia and industry as well as practitioners to share ideas, problems and solutions relating to the multifaceted aspects of this area. We received 60 submissions. Every paper was reviewed by three Program C- mittee members, and 15 were selected as regular papers for ICHCC -ICTMF 2009, representing a 25% acceptance rate for regular papers. The participants of the conference had the chance to hear from renowned keynote speakers Jun Wang from The Chinese University of Hong Kong, Hong Kong and Chin-Chen Chang from Feng Chia University, Taiwan. We thank Springer, who enthusiastically supported our conference. Thanks also go to Leonie Kunz for her wonderful editorial assistance. We would also like to thank the Program Chairs, - ganization staff, and the members of the Program Committees for their hard work.
