Peraturan Pemerintahan pengganti Undang-undang Nomor 1 Tahun 2014 tentang Pemilihan Gubernur, Bupati, dan Walikota mengatur kepala daerah dilakukan secara langsung. Selain itu, perubahan undang-undang ini bertujuan agar dapat mendorong lebih terciptanya daya guna dan hasil guna penyelenggaraan pemerintah daerah dalam mensejahterakan masyarakat, baik melalui peningkatan pelayanan publik maupun melalui peningkatan daya saing daerah. Selain itu, otonomi daerah yang sebelumnya diatur melalui Undang-undang Nomor 9 Tahun 2015 kini berada pada satu Undang-undang Nomor 23 Tahun 2014. Otonomi daerah sendiri memiliki pengertian tentang pemerintahan daerah yang memiliki hak, wewenang, dan kewajiban daerah otonom untuk mengatur serta mengurus sendiri urusan pemerintahan dan kepentingan masyarakat setempat dengan peraturan yang dibuat oleh Kepala Daerah itu sendiri.
