Peraturan Pemerintahan pengganti Undang-undang Nomor 1 Tahun 2014 tentang Pemilihan Gubernur, Bupati, dan Walikota mengatur kepala daerah dilakukan secara langsung. Selain itu, otonomi daerah yang sebelumnya diatur melalui Undang-undang Nomor 9 Tahun 2015 kini berada pada satu Undang-undang Nomor 23 Tahun 2014.
