How could the Chinese Communist Party (CCP) not only survive but even thrive, regaining the support of many Chinese citizens after the Tiananmen Square crackdown of 1989? Why has popular sentiment turned toward anti-Western nationalism despite the anti-dictatorship democratic movements of the 1980s? And why has China been more assertive toward the United States and Japan in foreign policy but relatively conciliatory toward smaller countries in conflict? Offering an explanation for these unexpected trends, Zheng Wang follows the Communist government's ideological reeducation of the public, which relentlessly portrays China as the victim of foreign imperialist bullying during "one hundred years of humiliation." By concentrating on the telling and teaching of history in today's China, Wang illuminates the thinking of the young patriots who will lead this rising power in the twenty-first century. Wang visits China's primary schools and memory sites and reads its history textbooks, arguing that China's rise should not be viewed through a single lens, such as economics or military growth, but from a more comprehensive perspective that takes national identity and domestic discourse into account. Since it is the prime raw material for constructing China's national identity, historical memory is the key to unlocking the inner mystery of the Chinese. From this vantage point, Wang tracks the CCP's use of history education to glorify the party, reestablish its legitimacy, consolidate national identity, and justify one-party rule in the post-Tiananmen and post–Cold War era. The institutionalization of this manipulated historical consciousness now directs political discourse and foreign policy, and Wang demonstrates its important role in China's rise.

This book explores the uses of the past in foreign policy-making. It outlines why and how political leaders refer to historical events in contemporary foreign policy discourses; the goals they hope to achieve; and the sometimes unintended foreign policy consequences of their (ab)use of historical memory. Furthermore, it looks at how political leaders shape domestic collective memories in pursuit of their international agendas, and highlight historical events leaders forget, reinterpret or obscure through selective narratives. The chapters explore a variety of theoretical concepts that shed light on how memory and foreign policy are linked in a complex and reciprocal way. The following mechanisms are discussed: the application of historical analogies; the construction of historical narratives; the creation of memory sites; the marginalisation and forgetting of the past; and the securitisation of historical memory. Through the use of a number of methodological approaches (such as discourse analysis, narrative analysis and content analysis of securitising moves) and a broad range of qualitative and quantitative data (newspaper articles, policy documents, commemorative speeches, interviews with policymakers and the observation of memory sites), the contributions highlight the interdependence of the international, national, regional and local dimensions of memory practices and history writing. Although they mostly focus on national case studies of foreign policy-making, they also reveal how representations of historical events evolve through interaction between political actors at the international level of analysis. The collection originated in the section entitled ‘Exploring the Link between Historical Memory and Foreign Policy’ at the annual Pan-European Conference of the European International Studies Association (EISA) 2018 held in Prague, the Czech Republic.

An examination of the role of history and memory is vital in order to better understand why the grand design of a United Europe--with a common foreign policy and market yet enough diversity to allow for cultural and social differences--was overwhelmingly turned down by its citizens. The authors argue that this rejection of the European constitution was to a certain extent a challenge to the current historical grounding used for further integration and further demonstrates the lack of understanding by European bureaucrats of the historical complexity and divisiveness of Europe's past. A critical European history is therefore urgently needed to confront and re-imagine Europe, not as a harmonious continent but as the outcome of violent and bloody conflicts, both within Europe as well as with its Others. As the authors show, these dark shadows of Europe's past must be integrated, and the fact that memories of Europe are contested must be accepted if any new attempts at a United Europe are to be successful.

Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs.
