Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. Euroscientia Conferences, formerly "The European Science and Technology Forum" were created in 1994 by the European Commission in order to stimulate reflection and debate on science and technology on a European scale. To this aim, they provide a framework for conferences and studies on subjects related to historical, cultural, ethical, social, but also economic and political aspects of science and technology. The originality of the Euroscientia Conferences, when compared with other initiatives in this field, is to address the questions dealt with specifically within their European dimension: attention is concentrated on the particularity of the situation in the field concerned in Europe in comparison with other parts of the world; the differences between European countries and regions; the aspects related to the process of building Europe; the needs and possibilities of collaboration at European level, etc. Over the years, the European Union has developed its own research policy. Conceived in order to both supplement and support national research efforts, this policy is implemented through large collaborative research programmes co-ordinated within the so-called pluriannual "Research and Technological Development Framework Programmes". The basic principles of these programmes are: stimulating the creation of collaborative networks across Europe; supporting joint research projects associating universities, enterprises and research centres from different European countries; and promoting the mobility of researchers and exchanges. The main characteristic of the Fifth Framework Programme (1998-2002) is to focus the European research effort on a limited number of subject matters relating to the large social and economic needs, issues and challenges which the European Union is currently facing: employment and industrial competitiveness; problems related to public health, environment, transport and, in general, the quality of life of European citizens
