Donald Trump's presidency offered Americans a dire warning regarding the vulnerabilities in their democracy, but the threat is broader and deeper-and looms still. "January 6th was a disgrace," Senate Republican Leader Mitch McConnell solemnly intoned at the end of Donald Trump's second impeachment trial on February 13, 2021. As to the culprit, Senator McConnell declared that "there is no question that President Donald Trump is practically and morally responsible." Before Trump even ran for President, his disdain for the rules, procedures, and norms of American democracy and the US Constitution was well-known and led prominent Republicans to repudiate him as "unfit" for the GOP nomination. Given the clear-eyed assessment of candidate Trump, why did the Republican Party nominate him as its presidential candidate in 2016 and then stand by him during the next four years? For while the latter have held it to be either undesirable or unattainable, the former have represented it either as achieved already or as inevitable. Now, neither of these former representations is true. Effective democracy nowhere exists either in the politics or industry of any nation. The forms of political self-government, indeed, exist in Britain, France, America and elsewhere with varying measures of completeness. But nowhere does the will of the people play freely through these forms. In every country the will of certain powerful men or interests is pumped down from above into the party machinery that it may come up with the formal register of an electorate denied the knowledge and opportunity to create and exercise a will that is informed and free. Popular opinion and aspirations act at best as exceedingly imperfect checks on these abuses of political self-government. This book argues that we can no longer envision a political system that might practically displace democracy or, more accurately, global democratic state capitalism. Democracy has become fundamental: It extends deeper and deeper into everyday life; it grounds and limits our political thought and values. That is the sense in which we do indeed live at history's end. But this end is not a happy one, because the system that we now have does not satisfy tests that we can legitimately put to it. In this situation, it is important to come to new terms with the fact that literature, at least until about 1945, was predominantly hostile to political democracy. Literature's deep-seated conservative, counterdemocratic tendencies, along with its capacity to make important distinctions among political, cultural, and experiential democracies and its capacity to uncover hidden, nonpolitical democracies in everyday life, is now a resource not just for cultural conservatives but for all those who take a critical attitude toward the current political, cultural, and economic structures. Literature, and certain novelists in particular, helps us not so much to imagine social possibilities beyond democracy as to understand how life might be lived both in and outside democratic state capitalism. Drawing on political theory, intellectual history, and the techniques of close reading, Against Democracy offers new accounts of the ethos of refusing democracy, of literary criticism's contribution to that ethos, and of the history of conservatism, as well as innovative interpretations of a range of writers, including Tocqueville, Disraeli, George Eliot, E. To Martha Honey, "hostile acts" is shorthand for the nature of U.S. policies in Costa Rica during the last decade. In this book she combines extensive academic research with her firsthand experiences as a journalist covering major portions of the Iran-contra scandal to weave together the story of how the Reagan and Bush administrations undermined Central America's model democracy. Until 1980 Washington paid little attention while Costa Rica quietly developed a benign, quasi-socialist form of government that combined respect for human rights with the goal of achieving economic equality. Then, Honey writes, the new Reagan administration decided that Costa Rica would be important in the war against the Sandinistas in Nicaragua. Over the next few years, the United States poured huge quantities of economic aid into the country and also covertly trained and equipped contra rebel forces to wage war against the Sandinistas from bases in northern Costa Rica. Honey explores the interaction between politics and economic aid during the Reagan/Bush years, describing illegal military activities, payoffs to Costa Rica officials, misappropriation of funds, and President Oscar Arias's pursuit of his Central American Peace Plan in 1986. She recounts her life at the time with her husband, cameraman and journalist Tony Avirgan, writing that "it never occurred to us that by pursuing a journalistic investigation we would end up being accused of drug trafficking, of murder, of bribing witnesses, of espionage; that we would be twice sued for libel; that our media clients would be pressured to stop hiring us and our colleagues would be told we were Communist agents." Honey's account ends in 1989, the year the Costa Rican government charged CIA operative John Hull with committing "hostile acts" for his involvement in contra operations.

Yet when we examine the past, we find that to the contrary, the United States has undergone repeated crises of democracy, from the earliest days of the republic to the present. In The Four Threats, Robert C. Lieberman and Suzanne Mettler explore five historical episodes when democracy in the United States was under siege: the 1790s, the Civil War, the Gilded Age, the Depression, and Watergate. These episodes risked profound, even fatal, damage to the American democratic experiment, and on occasion antidemocratic forces have prevailed. From this history, four distinct characteristics of democratic disruption emerge. Political polarization, racism and nativism, economic inequality, and excessive executive power – alone or in combination – have threatened the survival of the republic, but it has survived, so far. The majority of Americans think that politics has an “incivility problem” and that this problem is only getting worse. Research demonstrates that negativity and rudeness in politics have been increasing for decades. But how does this tide of impolite-to-outrageous language affect our reactions to media coverage and our political behavior? Disrespectful Democracy offers a new account of the relationship between incivility and political behavior based on a key individual predisposition—conflict orientation. Individuals experience conflict in different ways; some enjoy arguments while others are uncomfortable and avoid confrontation. Drawing on a range of original surveys and experiments, Emily Sydnor contends that the rise of incivility in political media has transformed political involvement. Citizens now need to be able to tolerate or even welcome incivility in the public sphere in order to participate in the democratic process. Yet individuals who are turned off by incivility are not brought back in by civil presentation of issues. Sydnor considers the challenges in evaluating incivility’s normative benefits and harms to the political system: despite some detrimental aspects, certain levels of incivility in certain venues can promote political engagement, and confrontational behavior can be a vital tool in the citizen’s democratic arsenal. A rigorous and empirically informed analysis of political rhetoric and behavior, Disrespectful Democracy also proposes strategies to engage citizens across the range of conflict orientations.
