This book introduces the four principal sets of institutions that engage in bringing peace and relief to societies mired in violent conflicts and humanitarian crises—the United Nations and other international bodies; non-governmental organizations; civilian government agencies; and militaries. Because these institutions have distinct goals as well as overlapping mandates and activities on the ground, they do not always collaborate effectively, due in part to a lack of familiarity with how the other institutions are organized, make decisions or act on the ground. Despite declining public support for large-scale, state-building missions recently, more complex interagency efforts have evolved in partnership with host country governments. Numerous third parties continue to undertake peacebuilding, stabilization, and humanitarian relief measures around the globe. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

This textbook offers valuable insights into the nexus between geography, geopolitics, and humanitarian action. Broadly speaking, humanitarian disasters fall into the categories of natural, human-made, technological, or complex; here, however, the focus is on human-made crises. Attempts at greater regulation, national and international organization and multilateralism to prevent violent conflicts, as well as enhanced responses to humanitarian emergencies, need to be supported now more than ever before. Humanitarianism and Security contends that the search for stability and peace remains central to the political environment within the Democratic Republic of Congo (DRC). Despite some positive political and economic progress observed in the Central African Region and the DRC in particular, the future of the region remains uncertain. Due to many unaddressed issues, including the multidimensional manifestations of humanitarian crises, the region is fragile with the potential for a relapse into violent conflict. Moreover, the DRC’s humanitarian crises have yet to be effectively addressed as consequences and promoters of insecurity and violence. Based on the “humanitarian-security-development” paradigm as an inclusive operational framework, Humanitarianism and Security articulates the trend of peace recovery in the DRC as contingent upon issues of security and the refugee/internally displaced population crisis. It claims and demonstrates that effective solutions must incorporate considerations of pre-colonial security dynamics, the place and role of identity within the humanitarian discourse/strategies, the determinants of transitional public security (TPS), and the various dynamics regarding the return and re/integration processes, into one operational framework. This framework must be accompanied by a continued effort to build strong local institutions as a critical component to the sustainability of operations.

Humanitarian aid workers increasingly remain present in contexts of violence and are injured, kidnapped, and killed as a result. Since 9/11 and in response to these dangers, aid organizations have fortified themselves to shield their staff and programs from outside threats. In Aid in Danger, Larissa Fast critically examines the causes of violence against aid workers and the consequences of the approaches aid agencies use to protect themselves from attack. Based on more than a decade of research, Aid in Danger explores the assumptions underpinning existing explanations of and responses to violence against aid workers. According to Fast, most explanations of attacks locate the causes externally and maintain an image of aid workers as an exceptional category of civilians. The resulting approaches to security rely on separation and fortification and alienate aid workers from those in need, representing both a symptom and a cause of crisis in the humanitarian system. Missing from most analyses are the internal vulnerabilities, exemplified in the everyday decisions and ordinary human frailties and organizational mistakes that sometimes contribute to the conditions leading to violence. This oversight contributes to the normalization of danger in aid work and undermines the humanitarian ethos. As an alternative, Fast proposes a relational framework that captures both external threats and internal vulnerabilities. By uncovering overlooked causes of violence, Aid in Danger offers a unique perspective on the challenges of providing aid in perilous settings and on the prospects of reforming the system in service of core humanitarian values.
