Discourse about water and power in the modern era have largely focused on human power over water: who gets to own and control a limited resource that has incredible economic potential. As a result, discussion of water, even in the humanities, has traditionally focused on fresh water for human use. Today, climate extremes from drought to flooding are forcing humanities scholars to reimagine water discourse. This volume exemplifies how interdisciplinary cultural approaches can transform water conversations. The manuscript is organized into three emergent themes in water studies: agency of water, fluid identities, and cultural currencies. The first section deals with the properties of water and the ways in which water challenges human plans for control. The second section explores how water (or lack of it) shapes human collective and individual identities. The third engages notions of value and circulation to think about how water has been managed and employed for local, national, and international gains. Contributions come from preeminent as well as emerging voices across humanities fields including history, art history, philosophy, and science and technology studies. Part of a bigger goal for shaping the environmental humanities, the book broadens the concept of water to include not just water in oceans and rivers but also in pipes, ice floes, marshes, bottles, dams, and more. Each piece shows how humanities scholarship has world-changing potential to achieve more just water futures.

Fighting for the River portrays women's intimate, embodied relationships with river waters and explores how those relationships embolden local communities' resistance to private run-of-the-river hydroelectric power plants in Turkey. Building on extensive ethnographic research, Özge Yaka develops a body-centered, phenomenological approach to women's environmental activism and combines it with a relational ontological perspective. In this way, the book pushes beyond the "natural resources" frame to demonstrate how our corporeal connection to nonhuman entities is constitutive of our more-than-human lifeworld. Fighting for the River takes the human body as a starting point to explore the connection between lived experience and nonhuman environments, treating bodily senses and affects as the media of more-than-human connectivity and political agency. Analyzing local environmental struggles as struggles for coexistence, Yaka frames human-nonhuman relationality as a matter of socio-ecological justice.

The Colorado River is in crisis. Persistent drought, climate change, and growing demands from ongoing urbanization threaten this life-source that provides water to more than forty million people in the U.S. and Mexico. Coupled with these challenges are our nation’s deeply rooted beliefs about the region as a frontier, garden, and wilderness that have created competing agendas about the river as something to both exploit and preserve. Over the last century and a half, citizens and experts looked to law, public policy, and science to solve worsening water problems. Yet today’s circumstances demand additional perspectives to foster a more sustainable relationship with the river. Through literary, rhetorical, and historical analysis of some of the Colorado River’s lesser-known stakeholders, Tributary Voices considers a more comprehensive approach to river management on the eve of the one-hundredth anniversary of the signing of the Colorado River Compact, which governs the allocation of water rights to the seven states in the region. Ranging from the early twentieth century to the present, Tributary Voices examines nature writing, women’s narratives, critiques of dam development, the Latina/o communities’ appeals for river restoration, American Indian authors’ and tribal nations’ claims of water sovereignty, and teachings about environmental stewardship and provident living. This innovative study models an interdisciplinary approach to water governance and reinvigorates our imagination in achieving a more sustainable water ethic.

The water policy issues are well- documented in a large set of reports and studies, completed over time showing that the policy prescription and its implementation has been weak in the past as this book reveals. The key reforms initiated were lost due to a lack of government’s will and commitment and more so by pervasive political economy of water. Given this background, each chapter in the book follows a balanced approach in seeking and evaluating alternate solutions to water management issues, especially improvements in water governance and tackling new challenges emerging from the climate change in the short and long term. This approach underpins the importance of moving from the culture of piloting projects to actual implementation on an impact-oriented scale. The book would also highlight that most of the water solutions lie outside the water sector such as agriculture, population, economy, etc. Post COVID-19 policies are exploring new food-health nexus that calls for nature based solutions for our future agriculture growth. The book would show case pioneer work underway in Pakistan on how new policy discourse can reduce water use in agriculture without investing in expensive water technology and infrastructure, thus saving enough water for other competing purposes.

Not long ago it seemed flood control experts were close to mastering the unruly flows funnelling toward Hudson Bay and the Prairie city of Winnipeg. But as more intense and out-of-synch flood events occur, wary cities like Winnipeg continue to depend on systems and specifications that will soon be out of date. Rivers have impulses that defy many of the basic human assumptions underpinning otherwise sophisticated technologies. This is the river-city expression of climate change. In Just One Rain Away Stephanie Kane shows how geoscience, engineering, and law converge to affect flood control in Winnipeg. She questions technicalities produced and maintained in tandem with settler folkways at the expense of the plural legal cultures of Indigenous nations. The dynamics of this experimental ethnography feel familiar yet strange: here, many of the starring actors are not human. Ice and water – materializing as bodies, elements, and digital signals – act with diatoms, diversions, sensors, sandbags, and satellites, looping theories about glacial erratics and feminist science studies into scenes from neighbourhood parks, conferences, survey maps, plays, archival photos, a novel, an emergency press conference, LiDAR images, and a lab experiment in a bathtub. Looking to the vast human history of water worship, a crucial study of our broken relationship with all things aquatic—and how we might mend it. Early human relationships with water were expressed through beliefs in serpentine aquatic deities: rainbow-colored, feathered or horned serpents, giant anacondas, and dragons. Representing the powers of water, these beings were bringers of life and sustenance, world creators, ancestors, guardian spirits, and lawmakers. Worshipped and appeased, they embodied people’s respect for water and its vital role in sustaining all living things. Yet today, though we still recognize that “water is life,” fresh- and saltwater ecosystems have been critically compromised by human activities. This major study of water beings and what has happened to them in different cultural and historical contexts demonstrates how and why some—but not all—societies have moved from worshipping water to wreaking havoc upon it and asks what we can do to turn the tide.
