Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector – supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms – with the pace of change continuously accelerating. Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy. The book has a three-part structure. The first three chapters set out the foundations of ICT4D: the core relation between ICTs and development; the underlying components needed for ICT4D to work; and best practice in implementing ICT4D. Five chapters then analyse key development goals: economic growth, poverty eradication, social development, good governance and environmental sustainability. Each chapter assesses the goal-related impact associated with ICTs and key lessons from real-world cases. The final chapter looks ahead to emerging technologies and emerging models of ICT-enabled development. The book uses extensive in-text diagrams, tables and boxed examples with chapter-end discussion and assignment questions and further reading. Supported by online activities, video links, session outlines and slides, this textbook provides the basis for undergraduate, postgraduate and online learning modules on ICT4D.

The edited volume Critical ICT4D highlights the need for a paradigm change in theorising, designing, and researching Information and Communication Technologies for Development (ICT4D). Engaging authors from the Majority World and entering a process of restoring epistemic justice in knowledge production and ownership, the text: Reflects on the histories and narratives around development programmes, their deep-rooted socio-political background, and the power relations integrated into or induced by such measures Problematises the current scholarship and practices through decolonial and pluralistic approaches built with an explicit perspective of resisting epistemic violence Constructs justice-enacting engagements of technologies with society. Offering thematic discussions in many development sectors with up-to-date case studies informed by recent research in the field, it sheds light on constructive contributions of critical ICT4D research. Written in accessible language, the book will appeal to postgraduate students, fellow researchers, policymakers in the fields of sociology, development studies, STS, critical data studies, surveillance studies, international relations, public administration, and information systems. Information And Communication Technology For Development written by Asian Development Bank and has been published by Asian Development Bank this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-12-01 with Computers categories.

The role of information and communication technology (ICT) in an increasingly interconnected and interdependent world transcends geographical boundaries, economies, and sectors. Over the past decade, ICT has helped create the most rapidly growing industry sectors, driven efficiency in government and business operations, and developed the essential building blocks to a knowledge-based economy. The ability of ICT to change the way people do things is either hidden in internal processes---such as how a government office manages data collection---or manifest in the end product---such as digital support for health care services in a remote province. While the level and nature of the benefits of ICT may differ for every stakeholder, there is a consensus of what ICT can help provide to governments, businesses, and citizens: faster access to relevant information, an efficient means for communication, an enhanced ability to make informed decisions, and a voice to otherwise unheard peoples. As these cases from the Asian Development Bank would show, access to ICT alone will not result in significant, lasting change. It is the adoption of appropriate technology, paralleled with an enabling policy environment, a responsive and needs-based approach, improved individual and institutional capacity, nurtured partnerships with key stakeholders, leadership by local champions, effectively managed change, and sustained support that make the difference.
