With more than 50 percent of the world's landmass covered by river basins shared by two or more states, competition over water resources has always had the potential to spark violence. And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

More than 200 major river basins are shared by two or more countries and, together, these basins account for about 60% of the earth's land area, constituting a significant portion of the world's fresh water resources. They are thus both a significant asset to the nations sharing them, as well as a potential source of conflict. This book presents a generic framework for the analysis of decision making on international river issues. It emphasises the strategic character of the interactions between the basin states and addresses learning and institutionalization processes, taking account of the influence of the context on the decision making process. The case of the river Scheldt covers negotiations on the Belgian-Dutch water conventions covering a number of international issues relating to the river basins of the Scheldt and the Meuse, such as construction projects aimed at improving the maritime access to the port of Antwerp, the maintenance of the navigation channel in the Western Scheldt, pollution of the waters in the two rivers, and the distribution of water from the Meuse. The purpose of the study is to provide an original analysis of the hydropolitical relationships of states that share international transboundary river basins. Previous studies have characterized hydropolitical relationships in terms of either conflict or cooperation. It is argued that coexisting conflictual and cooperative interactions characterize riparian relationships. The study develops an original conceptual framework, the Transboundary Waters Interaction NexuS (TWINS), and the TWINS matrix to examine evidence of dynamics of conflict and cooperation intensity changes in hydropolitical relationships. Based on constructivist theories, the TWINS framework focuses on the material and discursive structures that construct conflictual and cooperative interactions. Speech act theory (Austin 1962, Searle 1969), securitization theory (Buzan et al. 1998), constructivist notions of collective action developed by Wendt (1999) and the Framework of Hydro-Hegemony (Zeitoun and Warner 2006) inform the TWINS framework. -- The TWINS matrix is applied in three case studies: the Lesotho-South Africa relationship in the Orange-Senqu River basin; the Thailand-Vietnam relationship in the Mekong River basin; and the Nepal-India relationship in the Ganges River basin. The findings show that hydropolitical relationships change in conflict and cooperation intensities over time. No two relationships exhibited the same patterns and frequency of coexisting conflictual and cooperative interactions over water allocation and hydraulic development. However, it is shown that relative material capability and discursive power enable a hegemonic basin state to determine the pace of hydraulic and institutional development of bilateral water resources management.
