By most accounts, Italian-style liberalism failed. Explanations of its failure vary from economic backwardness or a political culture shaped by autocracy to claims that liberals ruined their chances by pursuing nothing but narrow middle class interests. This study examines the liberal record to weigh the accuracy of these approaches. Ashley focuses on three controversial issues: public works, social reform, and public order. The railroads would test liberal commitment to laissez-faire, labor laws their pledge to protect all citizens, and dissent their allegiance to individual rights. In each case, liberals compromised their principles. What they decided defined the Italian variant of liberalism by transforming it from a doctrine to concrete practices and political behaviors. Particularly after 1890, liberals increasingly made empiricism the primary justification for policy and dismissed abstract principles as beneath notice. This shift helps explain why liberalism lost authority and credibility as a set of moral imperatives and as a coherent world view in Italy, as well as why it failed to offer most Italians a compelling alternative to either Socialsim or Fascism. Examining what liberals said and did, however, does not entirely support the despairing judgment of so many historians. Italian liberals managed to build a liberal state and to make it function against intransigent obstacles.

Il volume ricostruisce il rapporto tra uno dei maggiori storici del pensiero politico italiano, Nicola Matteucci, esponente di primo piano della nostra tradizione liberale, e l’opera di Antonio Gramsci. Matteucci pubblicò nel 1951 Antonio Gramsci e la filosofia della prassi, una monografia che rimase per lungo tempo il contributo più perspicuo, sebbene poco diffuso, intorno al profilo teorico del grande intellettuale comunista. Il libro tenta di mettere in evidenza come quel primo studio avesse colto i fattori tematici fondamentali del programma di ricerca sulla filosofia della prassi svolto nei Quaderni, raccogliendoli attorno alle due grandi questioni dell’“autonomia del marxismo” e della “traducibilità dei linguaggi”. Dal 1951 in poi Matteucci avvertì la posizione gramsciana come la più sfidante, nel campo marxista, nei confronti della liberaldemocrazia. Indagare l’ulteriore sviluppo di tale confronto significa ripercorrere molti aspetti della vicenda ideologica nazionale.

Poiché la famiglia liberale è ampia, ciascuna delle diverse correnti al suo interno ha mostrato nel corso della storia una preferenza ora per alcuni, ora per altri dei significati che si possono attribuire al concetto di libertà. D’altra parte, una delle funzioni delle ideologie, compreso il liberalismo, è proprio quella di estrarre certi concetti dal contesto ideologico attribuendo loro un significato univoco. L’Autore ci suggerisce di studiare il liberalismo appunto come un’ideologia, adottando un approccio che egli chiama morfologico, in cui cerca di tracciare la mappa delle possibilità liberali, piuttosto che esprimere un’opinione sul valore dei loro contenuti.
