In For a Liberatory Politics of Home, Michele Lancione questions accepted understandings of home and homelessness to offer a radical proposition: homelessness cannot be solved without dismantling current understandings of home. Conventionally, home is framed as a place of security and belonging, while its loss defines what it means to be homeless. On the basis of this binary, a whole industry of policy interventions, knowledge production, and organizing fails to provide solutions to homelessness but perpetuates violent and precarious forms of inhabitation. Drawing on his research and activism around housing in Europe, Lancione attends to the interlocking crises of home and homelessness by recentering the political charge of precarious dwelling. It is there, if often in unannounced ways, that a profound struggle for a differential kind of homing signals multiple possibilities to transcend the violences of home/homelessness. In advancing a new approach to work with the politics of inhabitation, Lancione provides a critique of current practices and offers a transformative vision for a renewed, liberatory politics of home.

I migranti sembrano riscuotere interesse mediatico e scientifico solo quando attraversano i confini europei e finché sono inseriti in percorsi istituzionalizzati di richiesta di protezione internazionale. Ma sono migliaia le persone che escono ogni anno dal sistema di accoglienza con ben poche prospettive abitative e lavorative. Questo libro racconta l’esperienza di un’occupazione abitativa nel cuore di Torino, l’Ex MOI (2013-19), mettendo al centro la capacità dei migranti di imporsi all’attenzione, ansiosa e incostante (quando non ostile), delle autorità locali, di suscitare la formazione di collettivi politici con ruoli vicari, compensativi e suppletivi delle istituzioni, di attivare rapporti di supporto imperfetto delle mobilità che altri e altre arrivate dopo continuano a sperimentare. Frutto di un’etnografia condotta in militanza, il libro evidenzia le logiche aggregative e segmentarie dell’organizzazione dell’Ex MOI, i collegamenti tra le sue geografie interne e le circolazioni territoriali più ampie, le connessioni tra il locale dell’occupazione e il translocale dei mercati del lavoro, delle reti migratorie transnazionali, delle famiglie nei paesi di origine. Assumendo il punto di vista degli occupanti sui programmi di sgombero, racconta lo stupore di fronte alle razionalità securitarie delle politiche pubbliche, a progetti immaginati senza il coinvolgimento dei propri beneficiari, a interventi incapaci di interagire con l’esistente, riconducendo il migrante alla condizione di soggetto-sempre-e-comunque-bisognoso di schemi di accoglienza transitoria.

‘Going beyond the challenge’ means looking at the phenomenon of migration in its complexity, through a multi and interdisciplinary approach. The chapters that make up the first part offer an over-view of the phenomenon, with a reflection on the numbers of migrations in Italy followed by an in-depth examination of its international dimension. The second part focuses on the Italian case, and on the Italian foreign policy towards some African countries. The third part of the book adopts a sociological perspective, including the reconfiguration of the ‘border’ in Italian legislation and the analysis of the reception model promoted in Tuscany. The fourth part analyses public communication, from hate speech to stereotypes, up to the politicization of the migration issue in some European countries. ‘Andare oltre la sfida’ significa guardare al fenomeno delle migrazioni nella sua complessità con un approccio multi e interdisciplinare. This open access book discusses the socio-political context of the COVID-19 crisis and questions the management of the pandemic emergency with special reference to how this affected the governance of migration and asylum. The book offers critical insights on the impact of the pandemic on migrant workers in different world regions including North America, Europe and Asia. The book addresses several categories of migrants including medical staff, farm labourers, construction workers, care and domestic workers and international students. It looks at border closures for non-citizens, disruption for temporary migrants as well as at special arrangements made for essential (migrant) workers such as doctors or nurses as well as farmworkers, ‘shipped’ to destination with special flights to make sure emergency wards are staffed, and harvests are picked up and the food processing chain continues to function. The book illustrates how the pandemic forces us to rethink notions like membership, citizenship, belonging, but also solidarity, human rights, community, essential services or ‘essential’ workers alongside an intersectional perspective including ethnicity, gender and race.

Rights of Third-Country Nationals under EU Association Agreements highlights the significance of the rules on the free movement of persons in the association agreements between the European Union and neighbouring states, in particular Turkey. It identifies overarching themes and demonstrates the pertinence of the law and the roles of judges in enforcing and developing further the rights of individuals in association agreements across borders. The various chapters in this volume extrapolate horizontal questions of legal interpretation, constitutional formation and substantive approximation, which underlie the diverse rules in different association agreements with neighbouring countries; they support the overall conclusion that there are degrees of free movement and citizens’ rights defining the status of associated countries between membership and partnership.
