Migration is one of the greatest societal challenges of our time. It has many facets, from mass movements to escape war, climate, or human rights abuses to the search for economic opportunity and prosperity. Illicit industries facilitate border crossings at the expense of safety, and governments face problems of processing and integrating new arrivals. These challenges have had a profound impact in Europe, calling into question central values of solidarity and human rights. This book analyses the law and policy of migration in the European Union (EU) and its relationship to understandings of the EU as an international human rights actor. It examines the role crisis plays in determining the priorities of migration policy and the impact political exigencies have on the rights of migrants. This book problematises the EU Area of Freedom, Security, and Justice as a ‘home.’ Taking a governmentality approach to critique discourse, the idea of a holistic approach is deconstructed to explore notions of wellness, resilience, responsibilisation and externalisaton. The EU’s pursuit of a holistic approach to managing migration in crisis indicates problems with EU solidarity, and the tactics employed to bring the crisis under control reveal security concerns that provoke questions about the EU as an international human rights actor. Both this framework for analysis and the empirical findings make a significant contribution to how the migration crisis can be theorised using adaptable conceptual tools. Under this form of governance, migration becomes a phenomenon to be treated so that its symptoms are ameliorated. The wars of the twentieth century uprooted people on a previously unimaginable scale to the extent that being a refugee became an increasingly widespread experience. With the arrival of refugees, governments of host countries had to mediate between divided national populations: some wished to welcome those arriving in search of refuge; others preferred a strategy of exclusion or even expulsion. At the same time, refugees had to manage conflicts of the self as they responded to the loss of nationhood, families, socio-political networks, material goods, and arguably also a sense of belonging or home. While return migration was usually perceived by governments and refugees alike as the best solution to the dilemmas of forced displacement, consensus about the timing and dynamics of how this would actually occur was very difficult to achieve. In practice, the return of refugees to their countries of origin rarely, if ever, produced a wholly satisfactory outcome. Conflicts clearly resulted in forced displacement, but it is equally true that forced displacement created conflicts. The complex inter-relationship of conflict, return migration and the sometimes chimerical, but still compelling search for a sense of home is the central preoccupation of the contributors to the two volumes of the Coming Home? series. Scholars from history, literature, cultural studies and sociology explore the tensions between nation-states and migrants as they have anticipated, implemented or challenged the process of return migration during the twentieth and twenty-first centuries. The first volumeâ "Coming Home? Conflict and Return Migration in the Aftermath of Europeâ (TM)s Twentieth-Century Civil Warsâ "covers the period of the Spanish Civil War to the Cold War with a focus on Western, Central and Eastern Europe, whilst the second volumeâ "Coming Home? The recent refugee surge has brought attention to the macro-critical policy issue of migration, including speculations that migration can be an unfavorable phenomenon for the receiving economies. A careful examination of the impact of migration on host economies is thus critical. Focusing on the economic impact, most of the academic discussion has centered on the effect of migration on labor markets and public finances. Much less is known about the long-term impact of immigration on the GDP per capita (or the standard of living) of host economies. This note makes three contributions to estimating this impact: it uses a restricted sample of advanced economies rather than a mixed sample of higher- and lower-income host countries, it examines whether the GDP per capita impact varies for different skill levels of migrants, and it goes beyond the aggregate impact of migration on GDP per capita to examine how broadly gains in this regard are shared across the population. In particular, it examines whether migration impacts the income levels of those both at the top and at the bottom of the earnings distribution, or whether gains are instead concentrated in a small group of high earners. It finds that immigration significantly increases GDP per capita in advanced economies, that both high- and lower-skilled migrants can raise labor productivity, and that an increase in the migrant share benefits the average income per capita of both the bottom 90 percent and the top 10 percent of earners, suggesting the gains from immigration are broadly shared.

The Safford and Aravaipa valleys of Arizona have always lingered in the wings of Southwestern archaeology, away from the spotlight held by the more thoroughly studied Tucson and Phoenix Basins, the Mogollon Rim area, and the Colorado Plateau. Yet these two valleys hold intriguing clues to understanding the social processes, particularly migration and the interaction it engenders, that led to the coalescence of ancient populations throughout the Greater Southwest in the fourteenth and fifteenth centuries A.D. Because the Safford and Aravaipa valleys show cultural influences from diverse areas of the pre-Hispanic Southwest, particularly the Phoenix Basin, the Mogollon Rim, and the Kayenta and Tusayan region, they serve as a microcosm of many of the social changes that occurred in other areas of the Southwest during this time. This research explores the social changes that took place in the Safford and Aravaipa valleys during the thirteenth through the fifteenth centuries A.D. as a result of an influx of migrants from the Kayenta and Tusayan regions of northeastern Arizona. Focusing on domestic architecture and ceramics, the author evaluates how migration affects the expression of identity of both migrant and indigenous populations in the Safford and Aravaipa valleys and provides a model for research in other areas where migration played an important role. Archaeologists interested in the Greater Southwest will find a wealth of information on these little-known valleys that provides contextualization for this important and intriguing time period, and those interested in migration in the ancient past will find a useful case study that goes beyond identifying incidents of migration to understanding its long-lasting implications for both migrants and the local people they impacted.
