La formación de los Estados en América Latina, las diversas trayectorias de su consolidación y el despliegue de sus instituciones, con sus avances y entrampamientos, están suscitando una creciente atención política y académica. Ello ha conducido a la producción de nuevas interpretaciones y discusiones planteadas desde la historia, la sociología, la antropología y la ciencia política, en un contexto de pluralismo de los puntos de vista que se asumen. Estos aportes ayudan a entender al Estado como institución, recogen críticamente trabajos anteriores, ubican la historia de la formación de nuestras repúblicas, la constitución de órdenes políticos, sociales y jurídicos, la influencia actual de grupos que surgen desde la sociedad, la relación con partidos y movimientos y las diferentes alternativas en la definición de políticas sociales. El Instituto de Estudios Peruanos y la Universidad Antonio Ruiz de Montoya promovieron, en noviembre de 2014, un seminario interdisciplinario para reflexionar sobre el Estado como institución en América Latina y el Perú, con la participación de expertos nacionales y extranjeros. Este libro contiene los artículos presentados, con nuevas reflexiones de los autores surgidas después del encuentro.

Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. Tomáš Došek provides an in-depth analysis of six cases from Chile, Paraguay, and Peru to show the strategies that caudillos pursue to secure power and the mistakes they commit that drive them out.

In recent decades, gold mining has moved into increasingly remote corners of the globe. Aside from the expansion of industrial gold mining, many countries have simultaneously witnessed an expansion of labor-intensive and predominantly informal artisanal and small-scale gold mining. Both trends are usually studied in isolation, which contributes to a dominant image of a dual gold mining economy. Counteracting this dominant view, this volume adopts a global perspective, and demonstrates that both industrial gold mining and artisanal and small-scale gold mining are functionally integrated into a global gold production system. It couples an analysis of structural trends in global gold production (expansion, informalization, and technological innovation) to twelve country case studies that detail how global gold production becomes embedded in institutional and ecological structures.

"The relationship between populism and democracy is a hotly debated topic. Some believe that populism is inherently bad for democracy because it is anti-pluralist and confrontational. Others argue that populism can reinvigorate worn-out democracies in need of an infusion of greater popular participation. This book advances this debate by examining the empirical relationship between populism in power and democracy in five Latin American countries. These cases reveal that populism in power does not always lead to the demise of democracy; rather, it does so only under certain varieties of populism. When populist chief executives are bent on using the state's repressive apparatus to subvert democracy, and enjoy significant public support, then it requires an extraordinary effort by both the opposition and the judiciary to contain their efforts at power aggrandizement. If they succeed in overcoming societal and institutional resistance, then an unconstrained variety of populism in power will materialize. The significant power asymmetry that this variety entails will lead to the demise of electoral democracy. If populist leaders are constrained by the judiciary and other institutional actors, then electoral democracy will be preserved, at least for a while. Of the five cases of populist presidents studied here, four were able to rule unconstrained, and only one the populist was contained. The book offers a theory to explain this divergent outcome. There is a recognizable pattern in the trajectory of populism in power, with one path leading to democratic erosion and another to democratic survival"--

La incertidumbre parece omnipresente en el mundo social contemporáneo, y más aún en esta coyuntura pandémica. Era patente ya en los mercados financieros, la tecnociencia, el cambio climático o las nuevas formas de vulnerabilidad. No puede extrañar, por tanto, que haya diagnósticos sociológicos muy diversos (Bauman, Luhmann, Beck, Wynne, etc.) que la presentan como uno de los rasgos distintivos de nuestro mundo. Carecemos, sin embargo, de una reflexión suficientemente detallada y sistemática sobre su papel en las sociedades contemporáneas. Esta obra pretende contribuir a llenar ese vacío. Con ese fin, los primeros capítulos revisan el campo semántico en el que esos diagnósticos sitúan la incertidumbre —entre una forma de no-saber y un saber que muestra las grietas de lo que se daba por cierto— y su tensa relación con la certeza, la indeterminación y la supervivencia. El resto de los trabajos analizan la gestión de la incertidumbre en situaciones concretas, como la valorización financiera, la investigación aeroespacial, el terrorismo yihadista, la intervención social, el Big data, la naturaleza, la responsabilidad social de las empresas o la viabilidad de los neonatos prematuros.
