Elections around the world are plagued with the problem of unequal levels of participation. This can have profound consequences for election results, representation and policies. This book focuses on the interventions that can be used to redress the turnout gap and other inequalities within the electoral process. The book defines the concept of inclusive voting practices to refer to policy instruments which can reduce turnout inequality between groups and mitigate other inequalities within the electoral process. Studies from around the world then examine how policies can affect inclusivity on election day. This includes research on enfranchising felons and migrant communities; compulsory voting; voter ID requirements; voter registration practices; investment in electoral management; gendered electoral violence; accessible voting practices; and overseas voting. As a result, this book will be of interest to scholars of democracy, democratic theory and elections, as well as having major policy implications worldwide. Over the past two decades, Southern African countries have entrenched the use of elections as the only means and medium for electing governments and representative institutions in governance. Electoral Management Bodies (EMBs) are central to the delivery and quality of elections. These institutions are mandated to manage most or all aspects of the electoral process. Informed by diverse factors - the design, mandate, extent of powers and even the number of institutions responsible for electoral matters vary in each country. This study is a collaborative effort between the Open Society Initiative for Southern Africa (OSISA), the Open Society Foundation's Africa Regional Office (AfRO) and the Electoral Commissions Forum of the Southern African Development Community (ECF-SADC). For each of the 12 countries, the research covered: Comparative analysis of the legal frameworks the EMBs operate under and of the historical and political contexts they function within; Comparative study of the institutional nature of the EMBs; Assessment of the powers vested in the EMBs in the conduct and management of electoral processes and their role in the drafting of electoral laws, managing electoral operations, certifying and proclaiming electoral results, ensuring that electoral results are credible, and in resolving electoral conflicts; and Comparative assessment of the independence of the EMBs with particular reference to funding and their relationships with the executive, political parties, parliament and the judiciary (electoral justice mechanisms). Findings and recommendations from this pan-African initiative are expected to increase information and knowledge on the strengths, weaknesses and workings of EMBs in sub-Saharan Africa to facilitate peer learning among African election managers, as well as informing policy-makers, legislators, governments and civil society on a progressive reform agenda to strengthen inclusive electoral processes and democratic practice.

In most countries around the world, women continue to lag behind men in an array of political orientations and activities. Understanding why this is the case and why some countries have been more successful than others at moderating gender gaps in political involvement is imperative for producing stronger and more representative democracies. Cultural, socioeconomic, and political factors explain some of the gender gaps in political involvement, but not all of them. In this book, the authors argue that electoral institutions attenuate gender gaps in mass political engagement and participation by drawing women, an 'undertapped' constituency, into the democratic process. Using cross-national and country-specific analyses, the authors show that electoral institutions play a complementary and significant role in reducing gender gaps in political involvement. The cross-national analyses draw on comparative survey data from a wide range and large number of countries. The case studies draw out the processes underlying changes in political attitudes and behaviors with evidence from four country studies: New Zealand, Russia, France, and Uruguay. All four countries have altered their electoral institutions, either through large-scale reform of the electoral system itself or adopting gender quotas, allowing the authors to examine patterns of political involvement pre- and post-reform. The book finds that inclusive electoral systems that produce more proportional electoral outcomes have larger effects on women's political engagement and participation than on men's. Gender quotas also mediate women's engagement and participation, but to a lesser degree. On the whole, the book concludes that electoral rules designed to promote social inclusion in parliament are critical for promoting social group inclusion among the electorate. Democratic countries vary widely in the extent to which the administration of the electoral process facilitates voter participation, showing a great deal of variation in everything from voter registration to the casting of ballots. This book is the first systematic study to investigate why it is easier to vote in some democracies than in others. It develops the concept of election administration inclusiveness, which considers all of the administrative requirements and procedures that a citizen confronts in exercising his or her right to vote. It then draws on in-depth case studies from Central America and data from Latin America more broadly to address how political parties and other actors interact in constructing election administration rules and procedures. The concept of open data is based on the idea that data should be freely available for anyone to access, use and share. In recent years, the concept has taken root as an increasingly accepted practice for public and government produced data, with data seen as a public good, and data infrastructure as the key to accessing it. Publishing election data as open data has numerous benefits: it provides civil society, citizen journalists, electoral observers and citizens access to the same detailed information that was previously only available to selected stakeholders such as large media outlets. In doing so, open data allows all interested stakeholders to follow and understand the electoral process and can enable more inclusive, transparent and trusted elections. In spite of the potential benefits of open data, election data is often not available in government open-data platforms and election data that is published often does not comply with open-data principles. The aim of this publication is to encourage electoral management bodies to increase the application of open-data principles. It provides guidance for improving the practice of data publication towards a more open approach.
