South Asia is one of the region's most vulnerable to the impacts of natural hazards, particularly climate-induced extremes. The frequency and intensity of climate-induced hazards are projected to increase in the coming years, threatening the safety of households and communities, their livelihoods, and the development gains they have achieved. Further, disasters and climate change events have differential impacts on those who are socially excluded or marginalized. These groups especially include women, persons with disabilities (PwD), ethnic and religious minorities, the indigenous, the elderly, and the poor. They tend to live in higher-risk areas with increased exposure and vulnerability to natural hazards, often have limited resources to draw upon when they are struck by a disaster, and are not typically represented in decision-making bodies that deliver disaster risk management (DRM) interventions. Although most South Asian countries have put in place several DRM policies, programs, and plans that commit to promoting social inclusion, a gap persists between these policy instruments and the actions on the ground. Throughout the entire DRM cycle, of disaster risk mitigation, preparedness, response, and recovery, measures must be both designed and implemented to reflect the needs, capabilities, and voices of socially excluded groups. Only after these gaps between de jure policies and de facto actions are addressed will it be possible to ensure the resilience of all people in South Asia to withstand climate- and disaster-related impacts in the future.

This thesis explores the process and politics of planning for urban resilience with an eye to issues of social equity and justice. Resilience approaches to urban planning have experienced a rise in popularity in recent years, thanks in part to high-profile global campaigns like "100 Resilient Cities - Pioneered by The Rockefeller Foundation" (100RC). Several critics, however, have cautioned that the concept of resilience is inherently conservative and negligent to social justice. The goal of this mixed-methods thesis is to empirically test the common theoretical hypothesis that resilience approaches neglect justice by exploring how issues of resilience and justice coalesce or conflict in in-situ instances of resilience planning. Two manuscripts comprise this thesis. The first is a global analysis of City Resilience Strategies produced under the 100RC program, intended to draw broader conclusions about how social equity and justice are prioritized (or not) in written resilience plans. The second is a case study which examines how one participating 100RC city (Toronto, Canada) has attempted to be procedurally just and inclusive in its resilience planning process. In sum, this thesis evaluates both the written products and deliberative processes of planning for resilience. Overall, this research concludes that resilience planning is not inherently at odds with goals of social equity and justice, but that city planners must pay keen attention to issues of redistribution, recognition, and participation during both strategy development and implementation if they hope to advance resilience and justice simultaneously. The thesis highlights a number of tools and recommendations that can be used by local governments and globally networked urban experiments alike to advance equity in their resilience building efforts. The findings of this research can help to inform more inclusive and equitable planning practices for more resilient and sustainable cities.

Inclusion and Resilience has two broad objectives. The study seeks first to enhance knowledge about the current state of existing social safety nets (SSNs) in the Middle East and North Africa, assessing their effectiveness by bringing together new evidence, data, and country-specific analysis. Second, it proposes an open and informed debate on feasible policy options for making SSNs more effective and responsive to the population's needs. In order to do this, the authors illustrate how the main goals for SSNs-promoting social inclusion, better livelihood, and resilience to shocks-have already been achieved in some parts of the region, notwithstanding huge challenges. They also identify the groups that regional SSNs should make a priority: children and people living in rural and lagging areas. The study relies on newly collected data on citizens' preferences concerning redistribution and SSN design, discussing how political economy considerations could be taken into account in designing better SSNs, and proposing an agenda for reform, using global experiences and the new evidence presented in the book itself.
