A kill assessment system built into a High Energy Laser (HEL) Combat System will provide the U.S. Navy with a method to efficiently engage threats with an HEL effector, improve the weapon scheduling function, and help manage ships limited power resources. Near real-time Battle Damage Assessment (BDA) and Dwell Time determinations make up the new kill assessment system, which is simply called the BDA System. This system is a critical force-multiplier for ship survivability by limiting all HEL-target engagements to the minimum dwell time required for threat mitigation, while providing a mission kill interface to the Combat System for a calculated decision point to either re-engage the same threat or engage the next assigned target. This new BDA system concept for a shipboard HEL Combat System was analyzed in order to verify an expected increase in overall system efficiency and performance. The minimum desired increase of threat engagement efficiency was set at 25%. The proof of concept model developed for this project shows that adding a BDA system function to the HEL Combat System causes the system to exceed this threshold of efficiency.

Future Combat Systems are actively considering the use of a high-energy laser (HEL) for various missions. The laser of choice for this mission is likely to be a solid-state laser operating in the one micron wavelength region. Accordingly, lethality studies are underway to assess the utility of these HELs. The potential for dramatic increases in kill efficiency, as a function of various weapons parameters will be an important input to the selection and development of supporting technologies for an HEL weapon. Accordingly, the U.S. Army Space and Missile Defense Command (SMDC) is actively investigating the development of a model for the kill efficiency. This paper will report on the initial phase of this study and emphasizes the methodology for the development of a coupling model for materials of interest to the Army. Using continuous wave (CW) lasers operating at various powers and wavelengths as a source of data, a methodology is developed for inverting the non-linear partial differential equation solution for laser interaction with metals. Experimental studies of this laser interaction with metals has been performed using the 100kW CO2 Laser at the Laser Hardened Materials Evaluation Laboratory (LHMEL) and the 20 KW solid state fiber laser at the Air Force Research Laboratory located at Kirtland Air Force Base. These experiments included a variety of tests and extensive diagnostics operating at infrared and visible wavelengths. The methodology for developing a coupling model is derived analytically and comparison with experimental data is illustrated.

Directed Energy Weapons is nothing new to mankind, historically the origination of such weapons falls in centuries ago when first time the famous Greek mathematician, physicist, engineer, inventor, and astronomer Archimedes of Syracuse used different mirrors to collect sunbeams and focusing them on Romans fleet in order to destroy enemy ships with fire. This is known as the Archimedes Heat Ray. Archimedes may have used mirrors acting collectively as a parabolic reflector to burn ships attacking Syracuse. The device was used to focus sunlight onto approaching ships, causing them to catch fire. Of course the myth or reality of Archimedes Heat Ray still is a questionable story, but certain experiments with the help of a group of students from Massachusetts Institute of Technology was carried out with 127 one-foot (30 cm) square mirror tiles in October of 2005 that was focused on a mock-up wooden ship at a range of around 100 feet (30 m). The flames broke out on a patch of the ship, but only after the sky had been cloudless and the ship had remained stationary for around ten minutes. It was concluded the device was a feasible weapon under these conditions.

Directed energy, primarily through use of high-energy lasers (HELs), has already demonstrated significant capability to meet Army needs, and current developments indicate there are future applications for HELs in numerous and varied mission areas. HELs convert energy from chemical or electrical sources, for example, into intense, focused radiation that when directed onto targets will render them incapable of continuing their intended mission. There are multiple mechanisms for causing a kill. There are also multiple attributes of laser weapons, the majority of which are due to the intensity and speed-of-light transmission of the laser beam. There are a large number of HEL targets and applications in addition to those already indicated. These include, but are not limited to, reconnaissance and combat UAVs, cruise missiles, aircraft, battlefield optics/sensors, ballistic missiles, surface-to-air munitions, pop-up helicopters, and satellites. Specific Army HEL efforts include: (1) Mobile Tactical HEL (MTHEL) program, (2) the Airborne Tactical Laser Advanced Concept and Technology Demonstration (ACTD), and (3) the Zeus demonstration. HEL development programs are making significant advancements. With the fulfillment and implementation of these developments, HELs can provide a significant contribution to Army missions by providing broad capabilities. They can support force protection and enable the objective force to act first. HELs also can support precision strikes with minimal collateral damage. Significant progress has been made towards fielding HEL systems. The THEL ACTD made significant progress in weight and size reduction over earlier HELs, and demonstrated assured kills of RAM. The goal of the MTHEL program is to provide a mobile system more capable than THEL.
