This book presents a geopolitical analysis of the upcoming human exploration of celestial bodies in the inner solar system by the major space powers. It utilizes a systemic approach to the analysis of political events in space to develop a comprehensive overview of the factors influencing planned or proposed missions to the selected objects – the Moon, Mars, and asteroids. As a result of this analysis, the book establishes forward-looking scenarios of possible developments to highlight the main fault lines of the upcoming operations beyond the currently most heavily utilized terrestrial orbits. This framework is rooted in a holistic overview of factors relevant to the mid-term settlement and mining efforts and allows us to highlight the main focal points that will determine the future power distribution inside the inner solar system. The methodology is based on the analysis of an interplay of numerous factors deemed crucial for the decision-making of the major space powers and their capacities to promote their interests in a given region. Major space powers are, for the purpose of this book, understood as those actors with a realistic ability to participate in or lead the inner solar system colonization and mining missions in the mid-term future for which scenario-making is the most suitable. Given the realities of space travel, however, smaller actors are also taken into consideration as a part of cooperative efforts which are, nonetheless, dominated by the major players or, alternatively, as possible spoilers of the efforts in several regional settings. This book explores the past and present of information infrastructures in India. Grounded in infrastructure theory, it explores the historical continuities between information infrastructures in colonial and post-colonial India and the compulsions of information infrastructures in contemporary India. This volume highlights the roles played by private and public sector entities in shaping information infrastructures in India, the political economy of growth in this sector and the challenges faced by the State in regulating information platforms that are also information infrastructures. It includes separate chapters on oceanic cable infrastructures that account for more than 90 per cent of data traffic between India and the rest of the world and the political economy of India's satellite program. Taking the 'long view', it argues that the provisionings of information infrastructures are by no means straight forward, that they are always expressions that are shaped by internal and external contestations, by ideological ends and business imperatives, the needs of consumers/citizens and the State, that there is a politics of infrastructure that needs to be accounted for, and that there always are winners and losers in large infrastructural projects such as Digital India.

This book explains on what basis a nation can claim the status of space power, what are the criteria differentiating a space power from “lesser” space actors, and how their spacepower can be empirically measured and assessed. To this end, it sets forth a comprehensive multidisciplinary framework to enable a dynamic comparison of space actors and of the pathways that lead them in and out of the space powers’ club. Drawing upon a critical review of the existing literature, it conceptualises spacepower as a form of state power based on the complex interplay between the two defining dimensions of stateness, namely the well-studied dimension of capacity and the often neglected yet exceedingly important dimension of autonomy. The book demonstrates that only actors possessing high levels of both autonomy and capacity qualify as space powers. Different levels of either capacity or autonomy produce other types of space actors, including skilled spacefarers, self-reliant spacefarers, primed spacefarers, and emerging space actors. This innovative conceptual framework is complemented by an in-depth comparative assessment that collects and processes a large amount of hard-to-find data on the most active global space actors and aggregates multiple indicators into a compound, non-hierarchical index of space power visualised in the form of a matrix.

India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism.
