During the earlier part of the period considered, the question of slavery and sectional rivalry had not become so acute and at that time had little influence on the situation. However, by the time of the annexation of Texas and the settlement of the Oregon question, sectional rivalry had become one of the dominant factors in any consideration of measures relating to west ward expansion and even threatened to make impossible any solution of these problems. Presidential Rhetoric and Indian Policy explores and analyses the dynamics of presidential rhetoric on Native peoples and issues from Nixon to the present. Covering Presidents Washington through Johnson in an overview before turning to focus on the modern era of self-determination, Anne Flaherty offers a systematic analysis of 700 presidential statements that mention Native issues from 1969 through 2020 to evaluate whether presidents in the modern era have used their rhetorical platforms to bring attention to Native issues and to support this coherent strategy of self-determination. Flaherty provides evidence that rhetorical themes vary by administration and seem to either rely on more symbolic, historical language or to connect more clearly to the dominant platforms and messages of the president in question. The book then moves to incorporate an analysis of key outcomes compared across the administrations. The data and analysis show that federal spending, legislative outcomes, and Supreme Court decisions have not consistently supported self-determination policy over the past 50 years. Pushing back against the idea that the Slave Power conspiracy was merely an ideological construction, Alice Elizabeth Malavasic argues that some southern politicians in the 1850s did indeed hold an inordinate amount of power in the antebellum Congress and used it to foster the interests of slavery. Malavasic focuses her argument on Senators David Rice Atchison of Missouri, Andrew Pickens Butler of South Carolina, and Robert M. T. Hunter and James Murray Mason of Virginia, known by their contemporaries as the "F Street Mess" for the location of the house they shared. Unlike the earlier and better-known triumvirate of John C. Calhoun, Henry Clay, and Daniel Webster, the F Street Mess was a functioning oligarchy within the U.S. Senate whose power was based on shared ideology, institutional seniority, and personal friendship. By centering on their most significant achievement--forcing a rewrite of the Nebraska bill that repealed the restriction against slavery above the 36 degrees 30′ parallel--Malavasic demonstrates how the F Street Mess's mastery of the legislative process led to one of the most destructive pieces of legislation in United States history and helped pave the way to secession.
