Cultural Heritage Management and Indigenous People in the North of Colombia explores indigenous people's struggle for territorial autonomy in an aggressive political environment and the tensions between heritage tourism and Indigenous rights. South American cases where local communities, especially Indigenous groups, are opposed to infrastructure projects, are little known. This book lays out the results of more than a decade of research in which the resettlement of a pre-Columbian village has been documented. It highlights the difficulty of establishing the link between archaeological sites and objects, and Indigenous people due to legal restrictions. From a decolonial framework, the archaeology of Pueblito Chairama (Teykú) is explored, and the village stands as a model to understand the broader picture of the relationship between Indigenous people and political and economic forces in South America. Santa Marta es la ciudad más antigua del hemisferio occidental continental. El adelantado sevillano Rodrigo de Bastidas fundó la ciudad el 29 de julio de 1525, por lo que en 2025 se cumplirán 500 años de presencia española en este territorio. A partir de ese momento, Santa Marta estuvo bajo el mando de un gobernador español, quien ejercía la autoridad civil y militar sobre el territorio de su jurisdicción. El dominio español se prolongó por cerca de tres siglos, periodo durante el cual ejercieron su oficio unos ochenta y cinco gobernadores, caracterizados en su mayoría por la brevedad de su gobierno. Para conocer la historia de algunos de los gobernadores más importantes de esta provincia, la Universidad del Magdalena y el Instituto Colombiano de Antropología e Historia (ICANH), con el apoyo del Centro Cultural del Banco de la República en Santa Marta, impulsaron la publicación de este libro que llena un vacío en la historiografía samaria y del Caribe colombiano. La obra se compone de once capítulos que abordan las acciones políticas, administrativas y militares de catorce gobernadores de la provincia de Santa Marta, que se extienden temporalmente desde su fundación en 1525 hasta la derrota de los realistas en 1820.

Human rights and development cannot be understood separately. They are historically connected by the idea of race, and have evolved concomitantly with the latter. As the tools of race, human rights and development have been forged in the effort to legitimize and maintain coloniality. While rights and development can be used as tools to achieve protection, specific political goals, or access in the dominant society, they limit radical social change because they are framed within a specific dominant ontology, and sustain a particular political horizon. This book provides an original analysis of the evolution of the overlapping histories of human rights and development through the prism of coloniality, and offers an important contribution to the search for alternatives to these through the lens of indigenous and other southern theories and epistemologies. In this effort, Julia Suárez-Krabbe brings new perspectives to discussions pertaining to the decolonial perspective, race, knowledge, pluriversality, mestizaje and identity while elaborating on original philosophical concepts that can ground alternatives to human rights and development.
