General conclusions on the political economy of development are complemented by country case studies covering Ethiopia, Mozambique, Namibia, Tunisia and Vietnam.

This book challenges the established, neoclassical view of industrial success in developing countries. By re-examining the role of government intervention in the industrialization of Brazil and South Korea, it seeks to show that the key to industrial success does not lie in a simple combination of outward-orientation and laissez-faire, but in the government's success in remedying crucial market failures in the product and factor markets.

The present volume of essays on industrial organization, which are based on conferences held at Nijenrode and Brussels, differs considerably from its predecessor. Even more than in the first volume the essays demonstrate the broad scope of industrial organization analysis. Besides the traditional topics such as economies of scale, monopoly and competition policy, there are essays on methodology, on stagflation, and on the relationship between industrial struc ture and international trade and trade policies. The latter topics are of growing importance. The issue of restructuring industries and the question of whether free trade or some measure of protection is more appropriate are topics of increasing relevance today (and will no doubt continue to be in future years as well). The problem of persistent inflation which other essays address is also of major concern. Apart from being broad in scope and venturing into new fields, this volume is also controversial. Its central feature is a debate about welfare aspects. Here, more than in pure analysis, economists tend to entertain different points of view. One of the participants in the Nijenrode conference, Professor John Blair, who died in December 1976 and whom we honour as having been an active promoter of this kind of meeting, wrote to the editors shortly before his death to say that the first volume had succeeded very well in acquainting the reader with the results of empirical investigations, notably on trends and levels of concentration.

"In the recent two years, the debate on industrial policy has been in full swing among the academic circle. It is generally believed that the crux is not whether China needs industrial policies, but rather, what kind of industrial policies it wants. This book believes that profound changes have occurred to the domestic and international environment, institutional background, and factor conditions during China's industrial development. As such, industrial policies must transform to return to the origin of making up for "market failures," while "government failures" should be avoided. To this end, it is suggested to establish a "market-friendly" industrial policy system dominated by functional industrial policies, in accordance with the requirements of building an "interactive and cooperative" government-market relationship to help transform and upgrade China's industries"--

Industrial policy, once relegated to resource allocation, technological improvements, and the modernization of industries, should be treated as a serious component of sustainability and developmental economics. A rich set of complimentary institutions, shared behavioral norms, and public policies have sustained economic growth from Britain's industrial revolution onwards. This volume revisits the role of industrial policy in the success of these strategies and what it can offer developed and developing economies today. Featuring essays from experts invested in the expansion of industrial policies, topics discussed include the most effective use of industrial policies in learning economies, development finance, and promoting investment in regional and global contexts. Also included are in-depth case studies of Japan and India's experience with industrial policy in the banking and private sector. One essay revisits the theoretical and conceptual foundations of industrial policy from a structural economics perspective and another describes the models, packages, and transformation cycles that constitute a variety of approaches to implementation. The collection concludes with industrial strategies for facilitating quality growth, realizing more sustainable manufacturing development, and encouraging countries to industrialize around their natural resources.
