La profunda crisis de 2008 cambió por completo la relación entre sectores poblacionales y empresariales, compañías nacionales y extranjeras –grandes y pequeñas–, y entre empresarialidad y trabajo asalariado. Con la homologación del IVA y del salario, Baja California dejó de ser tratada diferente –a pesar de su vecindad fronteriza con California–, lo que trajo como consecuencia una falta de crecimiento en la entidad, desmotivó la llegada de inversiones externas y provocó que el estado cayera al lugar 25 en competitividad a nivel nacional. El crecimiento del comercio informal ha dado lugar a un panorama de desigualdad, con un ingreso per cápita 10% inferior al presentado en 2008. De esta forma, para el año 2016 se tiene que 30% de los bajacalifornianos con mayores ingresos concentró tan sólo 10%. Más aún, el 10% más rico y el 10% más pobre concentran, respectivamente, 32% y 2.2% de la riqueza. Aunado a ello, la economía informal ya concentra a alrededor de 40% de la población ocupada, debido a que el privilegiado sector moderno de exportación ha dejado de generar empleos decentes. En este sentido, la reciente política pública ha asumido la responsabilidad de crear un nuevo escenario para recuperar la economía de bienestar en Baja California, donde el derecho del trabajo decente para proveerse de bienestar a través de sus remuneraciones sea tan apreciado como el del capital para obtener ganancias razonables que premien su inversión, y el de los emprendedores de cualquier nivel económico y social para allegarse por sí mismos de ingresos. Un aumento salarial, la disminución del IVA e ISR, y la homologación de precios de energéticos apuntan en esa dirección.

This volume is a successor of sorts to the Institute's 1986 volume Toward Renewed Economic Growth in Latin America, which blazed the trail for the market-oriented economic reforms that were adopted in Latin America in the subsequent years. Emerging economies are characterized by higher consumption and real wage variability relative to output and a strongly countercyclical current account. A real business cycle model of a small open economy that embeds a Mortensen-Pissarides type of search-matching frictions and countercyclical interest rate shocks can jointly account for these regularities. In the face of countercyclical interest rate shocks, search-matching frictions increase future employment uncertainty, improving workers’ incentive to save and generating a greater response of consumption and the current account. Higher consumption response in turn feeds into larger fluctuations in the workers’ bargaining power while the interest rates shocks lead to variations in the firms’ willingness to hire; both of which contribute to a highly variable real wage.
