IN 1993 the National Probation Service Information Systems Strategy (NPSISS) waas established to achieve a common information technology infrastructure across all the probation services in England and Wales. The system includes a case recording and management system (CRAMS). Whilst the geographical coverage of the main system by the end of March 2001 was laudable, CRAMS was in use in only 20 per cent of the local probation areas. Difficulties in using CRAMS have led to the suspension of further development of that system. Expenditure on NPSISS has been 70 per cent above the original business plan forecast. The NAO highlights several factors contributing to these outcomes: a lack of continuity in the Home Office management team (seven directors in the first seven years); under-resourcing of the team; lack of clarity in responsibilities in day-to-day management; poor communication between the Home Office and the services. The Home Office has already recognised some of these issues, and the Information and Technology Group of the new National Probation Service is to have a complement of 50 staff, compared with the previous 12.5.
