Abstract: Problems facing the Federal Government in its efforts to improve food information systems are reviewed. The report includes an introduction on factors (external and internal) that influence food choices and federal food information programs (125 programs in 42 agencies). Examples of alternative approaches (for establishing a food information strategy) developed by other countries are Sweden's food information policy and the Nethelands' food-labeling approach. A framework for developing a food information strategy is presented; conclusions, recommendations and agency (HHS, USDA, and FTC) comments are described. Appendices include summaries of pertinent reports, organizations contacted, and letters from the other agencies. (rkm).

Recent outbreaks of illnesses traced to contaminated sprouts and lettuce illustrate the holes that exist in the system for monitoring problems and preventing foodborne diseases. Although it is not solely responsible for ensuring the safety of the nation's food supply, the U.S. Food and Drug Administration (FDA) oversees monitoring and intervention for 80 percent of the food supply. The U.S. Food and Drug Administration's abilities to discover potential threats to food safety and prevent outbreaks of foodborne illness are hampered by impediments to efficient use of its limited resources and a piecemeal approach to gathering and using information on risks. Enhancing Food Safety: The Role of the Food and Drug Administration, a new book from the Institute of Medicine and the National Research Council, responds to a congressional request for recommendations on how to close gaps in FDA's food safety systems. Enhancing Food Safety begins with a brief review of the Food Protection Plan (FPP), FDA's food safety philosophy developed in 2007. The lack of sufficient detail and specific strategies in the FPP renders it ineffectual. The book stresses the need for FPP to evolve and be supported by the type of strategic planning described in these pages. It also explores the development and implementation of a stronger, more effective food safety system built on a risk-based approach to food safety management. Conclusions and recommendations include adopting a risk-based decision-making approach to food safety; creating a data surveillance and research infrastructure; integrating federal, state, and local government food safety programs; enhancing efficiency of inspections; and more. Although food safety is the responsibility of everyone, from producers to consumers, the FDA and other regulatory agencies have an essential role. In many instances, the FDA must carry out this responsibility against a backdrop of multiple stakeholder interests, inadequate resources, and competing priorities. These FAO guidance materials were developed to support food safety risk managers and policy-makers in applying structured, evidence-informed processes to decision making. Food safety issues can have widespread impacts beyond public health. They may contribute to, or detract from the achievement of goals in areas including nutrition, food security, food trade and market access, economic and rural development. The risk analysis paradigm guides risk managers to ensure their decisions are based on an assessment of risks to health, and consideration of other factors in choosing the preferred risk management decision. The materials assist decision-makers in applying a multi-factor approach and is applied to two key decision areas – setting food safety priorities, and selecting risk management options. The principles and approaches can be applied to all food safety decisions. Case studies are included as examples of how to apply this decision-making process. Using this guidance will lead to improved food safety decisions, where decision-makers can demonstrate how evidence was used and any trade-offs made. It also facilitates stakeholder engagement, transparency and accountability throughout the decision-making process.

"Food security is a concept that refers to the ability of people to have access to food that is nutritionally adequate, safe, culturally appropriate and socially acceptable. Many First Nations communities are faced with issues of food security due to isolation, low socioeconomic status, threats to traditional food sources and inflated costs of store-bought food. To date, however, little research attention has been given to the actual lived experiences and perceptions of food (in) security from members of First Nations themselves. This research sought to hear from members of the Takla Lake First Nation in northern British Columbia about what they feel affects their ability to be food secure.

To better inform donor support for public food safety interventions, this paper reviews the literature on the impact of more stringent food safety standards on developing-country markets. This literature has primarily focused on the market access and economic implications of higher standards in export markets rather than on the extensive debate around market failure and public health benefits that dominates the literature in developed countries. We find that the market access benefits from compliance with public and private food safety standards are clear, as is the market exclusion that results from noncompliance. These benefits are now well documented, with more recent evidence pointing to added benefits of poverty reduction and spillovers for health and productivity. Rigorous evidence is also found concerning the positive role of technical assistance and public or donor support. Most of the literature, however, has focused on the relatively small market for EU horticultural products, which will provide opportunities for only a fraction of developing-country producers. This narrow focus causes important gaps in the literature informing meaningful public roles in addressing food safety in developing countries. Future research should examine and rigorously evaluate alternative models for how best to support improved food safety management outside of the export channels that have been the focus of the literature thus far. Further, evaluating the impact of publicprivate approaches on reduction in enforcement costs and improving compliance through supporting industry-led efforts would better inform donor support for food safety reforms, as would research among developing-country consumers with respect to food safety reforms and public health.
