In recent years, Integrated Water-Resources Management (IWRM) has captured the attention of policymakers and policy analysts. A lot has been written, most often in a disparate way about institutions for IWRM. However, there has been limited success in bridging disciplinary boundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper reviews IWMI research on IWRM in Asia and highlights drawbacks in contemporary approaches to the study of institutions for IWRM in river basins. The paper then outlines key features of an alternative analytical framework. In doing so, it discusses certain novel features of the alternative approach: emphasis on transparent policy processes of State parastatals, modes of water-service provisioning and conditions for collective action in the management of common-pool resources in river basins and its implications for sustainable rural livelihoods.

Integrated Water Resources Management (IWRM) has in recent years captured the attention of policy makers and policy analysts. A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

This monograph provides a framework and guidelines for the assessment of institutional frameworks for integrated water resources management (IWRM). The framework and guidelines were developed to enable expert teams of the Inter-American Development Bank to incorporate capacity-building considerations into water-related projects. The framework and guidelines were tested in four countries with different physical, social and economic environments in Latin America and the Caribbean. Using this framework, it is possible to identify shortcomings in existing water management arrangements and to formulate interventions at and between the constitutional, organizational, and operational levels. To guide the formulation of interventions, an ideal IWRM situation is formulated. Due to the temporal and spatial specificity, a desired IWRM situation is formulated in a process which consists of ten operational steps. This process is based on an extensive consultation and participation of all relevant stakeholders. The fields of interventions concern awareness creation, policy development, legal and financial arrangements, human resources development and management information and decision support systems.

This study represents an effort toward understanding conditions that affect successful or unsuccessful efforts to devolve water resource management to the river basin level and secure active stakeholder involvement. A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

"The authors describe and analyze river basin management in the Guadalquivir River Basin in Spain. The Guadalquivir river flows westerly across southern Spain, with nearly all of its 57,017 km2 drainage area within the region of Andalusia. Water management issues in this semi-arid, heavily agricultural, but rapidly urbanizing region include drought exposure, water allocation, water quality, and in some areas, groundwater overdraft. A river basin agency (Confederacion Hidrografica del Guadalquivir, or CH Guadalquivir) has existed within the basin since 1927, but its responsibilities have changed substantially over its history. For much of its life, CH Guadalquivir's mission was water supply augmentation through construction and operation of reservoirs, primarily to support irrigation, under central government direction with little provision for water user participation. Following the Spanish political system's transformation and Spain's accession to the European Union, water law and policy changes greatly expanded CH Guadalquivir's responsibilities and restructured it to incorporate representation of some basin stakeholders. Although the basin agency's accomplishments in reservoir construction have been prodigious, its record of performance with respect to its newer responsibilities has been mixed, as have perceptions of its openness and responsiveness to basin interests other than irrigators. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes.
