This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. The forces of geography imply that pro-growth global integration cannot be achieved without building a strong neighborhood. Trade agreements have uncontested relevance as essential instruments governing international trade, yet little attention has been directed towards explaining differences in their content. Deep Integration in Latin American Trade Agreements analyzes the structure, nature, and characteristics of deep integration in trade agreements established by Latin American countries after the crises of 1982 and until 2020 with their regional and extra-regional partners. Ninfa M. Fuentes-Sosa argues that deep integration can be disaggregated into its institutional, operative, and horizontal dimensions (which differ regarding their functions and application level). Empirically, she demonstrates that trade provisions can be mapped, measured, and allocated into their corresponding dimension, providing an understanding of the deep integration structure in Latin America. She claims that the current structure poses challenges for deepening regionalism at a broad scale. Countries working on specific areas over time could diminish obstacles that have prevented them from achieving deeper trade integration. This book investigates efforts to promote the political and economic unification of Latin America. Every generation in the region has known some effort toward these goals. There were four major stages. The first endeavors were undertaken by diplomats, the second by idealists, the third by technocrats and the fourth stage is now dominated by pro-unification political leaders. Efforts toward integration promote the economies and political stability of these countries—Latin Americans were among the first of the old “third world” people to advance such programs. The political unification of Latin America has been stymied by the political class but this trend is currently being reversed with the Common Market of the South (MERCOSUR). The recent accession of Venezuela after a grueling political-ideological struggle (examined in the book) has spurred other countries to seek full membership in the group. What can be said of Latin America and the Caribbean's experiment with regional integration? Did it live up to the expectations? What does this experience say about the regional integration agenda moving forward? Do the tectonic changes undergone by the world economy in the last quarter of a century matter for policy design? This report offers answers to these pressing questions. It argues that while the "new regionalism" was in general effective to promote international trade, it failed to boost the region's competitiveness abroad. Fragmentation is seen as the original sin, and convergence the path to redemption. The policy recommendations offer different routes to convergence, from a cautious, cumulation of rules or origin approach to a non-stop sprint to a LAC-FTA. But they all come with a warning: in the current challenging trade environment, the benefits of caution might be too little, too late.
