European integration can no longer be understood as a west European experiment mainly focused on functional and economic policy cooperation. The issues addressed include security and defence, as well as core concerns of European society. This volume explores three interlocking dimensions of integration; functional, territorial, and affiliational. Each dimension influences how countries across the continent engage with European integration. This first volume in the One Europe or Several? series identifies the agenda of a research programme, funded by the British Economic and Social Research Council.

This book presents a cultural history of European integration. It revisits the European Community’s postwar origins through the lens of symbolic representation and so reveals a hitherto unknown side to Europe’s notorious technocrats. They were not simply administrators: they were skillful marketing experts, clever spin doctors, and talented stage directors. After all, what made the European Community stand out among the multitude of postwar European organizations? This book argues that it was not so much its vaunted supranationalism, nor its economic significance; it was its self-proclaimed role as torchbearer of European unity. Combining archival research with media analysis, The Symbolic Politics of European Integration reviews Europe’s early parliaments, its early diplomacy, and its long search for “capital cities,” from Strasbourg to Brussels. It tells the story of the political theater that staged an enterprise of technocrats as the embodiment of a Europe united in peace and prosperity. This book is an invaluable resource for historians of postwar Europe, as well as for analysts of today’s EU, who seek to understand how coal, steel, and tariffs became the stuff the European dream was made of.

This book comprehensively analyzes the impact of continuing European integration on industrial relations institutions and outcomes. It organizes an immensely rich body of theoretical and empirical material to sustain its core argument that the governance of industrial relations is increasingly multi-level. Cross-national influences are shown to mix with national ones and involve the European sector and company, as well as Community, levels. Competing tendencies towards 'Europeanization', 'Americanization' and 'Re-nationalization' are identified. The approach is multi-disciplinary and truly cross-national. It deals with both the theory and practice of industrial relations in contemporary Europe.

The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

`This is a most welcome contribution to current discourses on democratising the European polity. Warleigh′s thought-provoking analysis, by drawing from a rich spectrum of normative theorizing and empirical sources, produces sharp insights and a valuable reference tool for anyone interested in the governance and polity of Europe′ - Dimitris N Chryssochoou, University of Exeter `Warleigh′s theoretically sophisticated and empirically rich inquisition of the nature and evolution of democratic reform in the European Union will be an important addition to the literature. This book is neither euro-sceptic nor EU-friendly. It is a challenging call to all interested parties - citizens and scholars - to take seriously the question of investing EU institutions and procedures with more than just a surface veneer of democracy′ - Jo Shaw, Professor of European Law, University of Manchester This book comprehensively reviews one of the most salient, ongoing debates at the heart of the European Union (EU) today: democratic reform. It provides a thorough evaluation of how democracy might best be defined in the transnational context of the EU and explores the key strategies that have been deployed to enhance the Union′s democracy from the Single European Act to the present day. In considering why the strategies have been unsuccessful, Alex Warleigh contends that the EU can only democratize itself by abandoning federalism, and working towards a more participatory democracy based on flexibility and active European citizenship. The book therefore advances important new ways in which the EU′s `democratic deficit′ problems might be addressed more effectively than in the past. Marking a significant contribution to this key on-going debate, Democracy in the European Union: Theory, Practice and Reform will be essential reading for all students, scholars and professionals seeking a deeper understanding of the nature of the EU and the reform challenges it faces into the twenty-first century.

How do political authorities build support for themselves and their rule? Doing so is key to accruing power, but it can be a complicated affair. The European Union, as a novel political entity, faces a particularly difficult set of challenges. The Politics of Everyday Europe argues that the legitimation of EU authority rests in part on a transformation in the symbols and practices of everyday life in Europe. The Single Market and the Euro, the legal category of European Citizen and policies promoting the free movement of people, EU public architecture, arts and popular entertainment, and EU diplomacy and foreign policy all generate symbols and practices that change peoples' day-to-day experiences naturalizing European governance. The modern nation-state has long used similar strategies of nationalism and 'imagined communities' to legitimize its political power. But the EU's cultural infrastructure is unique, as it navigates European national identities with a particularly banality, trying to make the EU seem complementary to, not in competition with, the nation-states. While this cultural legitimation has successfully underpinned the EU's surprising political development, Europe today is more often met with indifference by its citizens rather than affection. As economic and political crises have stretched European social solidarity to the breaking point, this book offers a clear theoretical framework for understanding how everyday culture matters fundamentally in the political life of the EU, and how the construction of meaning can be a potent power resource-albeit one open to contestation and subversion by the very citizens it calls into being.
