The issue of North Korean human rights has emerged as an international agenda after the publication of the COI Report in 2014. The international community’s emphasis on ensuring accountability of North Korea’s leadership indicates that previous approach of "monitoring" and "expressing concern" has had limited effects in changing North Korea. Despite the international community’s consistent and swift approach to make human rights in North Korea an international agenda, South Korea has been unable to present a united position in terms of its approach, perception, as well as policy direction and means. It is necessary to formulate and implement a more systematic and consistent policy towards human right in North Korea. Furthermore, it should reflect specific means and roadmap to substantially improve North Korean human rights. 1. Introduction 2. Environment Surrounding Policy on North Korean Human Rights A. Trend of the International Community B. Domestic Trend C. North Korea’s Response D. Assessment and Prospects 3. Objective and Direction of North Korean Human Rights Policy A. Objectives and Means B. Principles and Directions for Implementation 4. Strategies to Implement Policies on Human Rights in North Korea and Tasks Ahead A. Implementation Strategy B. Tasks Ahead 5. Conclusion

The Democratic People's Republic of Korea (DPRK) has a reputation as one of the worst human rights situations in the world. This book utilizes a unique international law perspective to examine the actions and inactions of North Korea with regard to international security and human rights. Adopting political, military, historical and legal perspectives, the book explores how the two issues of nuclear weapons and the human rights abuses in North Korea are interconnected, and why the international community should apply the same international law framework to find a solution for both. Drawing on eyewitness accounts, such as refugee and defector testimony, Morse Tan offers a real-life story of North Korea that covers the pertinent law, and constructive approaches of its regime. Tan examines the specific objectives and actions of the North Korean government, and measures these according to international legal obligations such as applicable treaty law, jus cogens norms, and customary international law. The book concludes by offering solutions for dealing with international security surrounding the Korean Peninsula, and forwards a proposal for the creation of a tribunal to prosecute those at the top of the regime for international crimes and human rights abuses. As a project exploring the extremes of international law violation, this book will be of great interest and use to readers interested in the history, and political and legal implications of the strategies employed by the North Korea government.

To commemorate the one-year anniversary of the report by United Nations Commission of Inquiry on human rights in the Democratic People's Republic of Korea, CSIS held an unprecedented gathering of policymakers, opinion leaders, and stakeholders on the topic of North Korean human rights. The gathering aimed to carry forward the momentum created by the United Nations Commission of Inquiry report and subsequent UN actions. The conference was organized by the Center for Strategic and International Studies, the Committee for Human Rights in North Korea (HRNK), the George W. Bush Institute, and the Yonsei Center for Human Liberty. This report summarizes those proceedings.

Non Traditional Security Issues In North Korea written by Kyung-Ae Park and has been published by University of Hawaii Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-07-31 with History categories.

The concept of security has undergone significant change in the past few decades. Traditionally thought of in terms of the state-centric, militarily focused, realist discourse, the concept of security has been broadened to include a greater number of potential threats and an increased number of relevant actors. Yet, despite the great changes in security scholarship, the vast majority of studies on North Korea continue to focus primarily on the country’s nuclear weapons program, its military, and other traditional security issues surrounding Pyongyang. While North Korea captures headlines with its aggressive behavior and growing nuclear arsenal, the ground-level threats to average, everyday North Koreans go largely unnoticed. This groundbreaking volume seeks to refocus research on North Korean security from the traditional to largely unexplored non-traditional security (NTS) issues. In the wake of political succession to Kim Jung Un, the issue of non-traditional security is increasingly important. From the lasting effects of the famine of the 1990s to continued food shortages and the growing marketization of North Korean society, the Pyongyang regime is facing diverse and unprecedented challenges. This book offers cutting-edge analyses of emerging North Korean NTS issues by the world’s leading specialists in the field. It looks at these issues and their effects at the local, regional, and international level, as well as examining the international community’s efforts to promote an NTS approach to North Korea. More specifically, the volume addresses the traditional and non-traditional security paradigms, energy security, gender security, transnational organized crime, the internal and external dimensions of North Korea’s food security, the “Responsibility to Protect,” refugee issues and international law, and the role of NGOs in promoting NTS in North Korea. As the global community begins to move toward a more people-centered approach to security and foreign policy, work such as that presented in this thought-provoking volume will be increasingly vital to scholars, policymakers, and interested citizens.
