The issue of North Korean human rights has emerged as an international agenda after the publication of the COI Report in 2014. The international community’s emphasis on ensuring accountability of North Korea’s leadership indicates that previous approach of "monitoring" and "expressing concern" has had limited effects in changing North Korea.
