A new exploration of the impacts of Arctic regimes in such vital areas as pollution, biodiversity, indigenous affairs, health and climate change. The post-Cold War era has seen an upsurge in interest in Arctic affairs. With new international regimes targeting Arctic issues at both the global and regional levels, the Northern areas seem set to play an increasingly prominent role in the domestic and foreign policies of the Arctic states and actors – not least Russia, the USA and the EU. This volume clearly distinguishes between three key kinds of impact: effectiveness, defined as mitigation or removal of specific problems addressed by a regime political mobilization, highlighting changes in the pattern of involvement and influence in decision making on Arctic affairs region building, understood as contributions by Arctic institutions to denser interactive or discursive connectedness among the inhabitants of the region. Empirically, the main focus is on three institutions: the Arctic Council, the Barents Euro-Arctic Region and the Council of the Baltic Sea States. International Cooperation and Arctic Governance is essential reading for all students with an interest in Arctic affairs and their impact on global society.

This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. The volume explores a question that sheds light on the contested, but largely cooperative, nature of Arctic governance in the post-Cold War period: How does power matter –and how has it mattered – in shaping cross-border cooperation and diplomacy in the Arctic? The role of power in global governance cooperation has been explored in international relations and political geography literature, yet largely overlooked in an Arctic context. Through carefully selected case studies – from Russia’s role in the Arctic Council to the diplomacy of indigenous peoples’ organizations – this book seeks to shed light on how power performances are enacted to constantly shore up Arctic cooperation in key ways. The conceptually-driven nature of the inquiry makes the book appropriate reading for courses in international relations and political geography, while the carefully selected case studies lend themselves to courses on Arctic politics.

Creating Regimes written by Oran R. Young and has been published by Cornell University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-05-31 with Political Science categories.

Oran R. Young is a key participant in recent debates among international relations scholars about the dynamics of rule-making and rule-following in international society. In this book, he weaves together theoretical issues relating to the formation of international regimes and substantive issues relating to the emergence of the Arctic as a distinct region in world affairs. Young divides the overall process of regime formation into three stages—agenda formation, negotiation, and operationalization—and argues that each stage has its own particular political dynamics. Efforts to explain or predict developments in specific issue areas, he suggests, require careful attention to each stage in the process. Empirically, Young examines in detail the events leading to the formation of the Arctic Environmental Protection Strategy and the Barents Euro-Arctic Region. Although these cases exhibit the defining characteristics of all international regimes, they broaden our understanding of institutional arrangements that are largely programmatic, rather than regulatory, in nature and that are based on soft-law agreements.

This pivot introduces the Arctic Council and its role as a platform for dealing with local, national, regional and global challenges of relevance to the “new” Arctic. Against the backdrop of climate change and increasing commercial activity, it considers what a future Arctic should look like, from ideas of total protection to expansive oil and gas extraction. It examines the Arctic’s position on the political agenda, from Norway’s High North hype to a more peripheral place in the foreign policy of the US and explores the Council's role as an important international forum for dialogue and cooperation on Arctic challenges and opportunities, and a significant arena for developing knowledge and learning about a changing region.

The Arctic region plays an important role in regulating the world’s climate and is also highly impacted by climate change, with average temperatures rising almost twice as fast as the rest of the world and sea ice melting much faster than previously predicted. These rapid changes will have significant impacts on human activity in the region and on the Arctic marine environment. This book draws on the results of the 2008-2009 Arctic TRANSFORM project, funded by the European Commission‘s Directorate General of External Relations, which engaged experts in a transatlantic discussion on the roles of the European Union and United States in light of the Arctic’s changing climate and political and legal complexities. . The book addresses the significant changes and developments in the marine Arctic, with descriptions and recommendations reflecting the current governance environment. A comprehensive overview of environmental governance and sustainable development in the Arctic is created. Chapters explore impacts and activities by sector, looking at fisheries, shipping, and offshore hydrocarbon in the Arctic, and at policy options and strategies for improving marine governance in the region. A particular focus is given to the roles of the European Union and United States and opportunities for cooperation to enhance Arctic environmental governance. .

The Arctic is an increasingly important region faced with major challenges caused not only by the effects of climate change, but also by a growing interest in its living and non-living resources, its attraction as a new destination for tourism, and as a route for navigation. It is not only the eight Arctic States that have paid an increased level of attention to the region; several non-Arctic actors from Asia and Europe also seek to gain more influence in the High North. At the same time, the evolving law and policy architecture for the Arctic region has recently played a more prominent role in the political and academic debate. Unlike Antarctica, where the coherent Antarctic Treaty System governs international cooperation, the legal regime of Arctic affairs is based on public international law, domestic law, and 'soft law'. These three pillars intersect and interact making Arctic governance multi-faceted and highly complex. This book provides an analytical introduction, a chronology of legally relevant events, and a selection of essential materials covering a wide range of issues-eg delineation and delimitation of maritime boundaries, environmental protection, indigenous peoples' rights, shipping, and fisheries. Included are multilateral and bilateral treaties, UN documents, official statements, informal instruments, domestic laws, and diplomatic correspondence.
