This dissertation provides an explanation for recent standardization and growth of international export control regimes. I argue that neoinstitutionalist organization theory contributes to an explanation of these organizations which coordinate efforts to limit the spread of weapons-related technologies. The neoinstitutionalist approach claims that organizational structures are often not selected for maximal effectiveness at tasks such as controlling weapons-related exports. Rather, they are selected for their fit with norms shared within communities of organizations that interact regularly or share common tasks. The dissertation adapts and applies this literature to the subject of export control cooperation through process-tracing case studies of export control regimes such as CoCom and the Wassenaar Arrangement. I argue that a transnational community of organizations, or organizational field, has developed in the issue area of nonproliferation export controls. While extant theories of International Relations help explain the origins of international export control cooperation, they do not explain the extent or form such efforts have taken today. Shared norms in this issue area and copying of organizations perceived as successful explain the growth and standardization of multilateral nonproliferation regimes and international export control practices. These factors are highlighted by the sociological theories I draw upon. The case studies are constructed from archival data, interviews with policy makers, trade literature, and secondary sources.

This book examines the evolution of international nuclear non-proliferation trade controls over time. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime. This book will be of much interest to students of nuclear proliferation and arms control, security studies, and International Relations.

This is a broad-ranging study of U.S. strategic export control policy. In particular, this book analyzes and evaluates the effectiveness of export controls in delaying the acquisition of militarily sensitive high technology by the Soviet Union and its allied states. Furthermore, the question of whether or not U.S. economic competitiveness in various high-technology sectors has been unduly undermined by export controls is also evaluated. Numerous official government studies and reports, supplemented by a host of interviews with government officials, businesspeople, and analysts in the United States and Europe are utilized in drawing conclusions and posting policy recommendations. The consequences for export control policy of the revolutionary political upheavals in Eastern Europe and the former U.S.S.R. are also addressed. The study concludes that the strategic/security goal of utilizing controls to hinder and delay the acquisition of militarily significant high technology by the former Soviet Union and its allied states was generally effective. More controversially McDaniel argues that export controls per se have not been a significant determinant of lagging U.S. competitiveness in high technology. However, this conclusion is qualified by the observation that while overall trends in U.S. high-technology exports to important trading partners do not suggest that controls by themselves have unduly hurt U.S. exporters, individual sectors and small firms may be disadvantaged. Finally, the study cautions that U.S. policy must adapt or risk becoming outmoded and increasingly ineffective. This book will be of interest to scholars and students of international relations, international political economy, and international business.
