The V-chip is a highly significant part of the discussion about whether television (or broadcasting in general) deserves some special attention in terms of its accessibility to children, its particular power to affect conduct, and its invasiveness. But as this notion of filtering and labeling has caught the imagination of the regulator, the legislator, and all those who wish to consider new ways to alter bargaining over imagery in society, the very idea of the V-chip or its equivalent is moving across other technologies, including the Internet. The V-chip issue has also fueled the ongoing debate about violence and sexual practices in society, and how representations on television relate to those practices. Although the initial concept of the V-chip is simple, its flow into the public realm raises so many extraordinary questions that the introduction and production of the chip virtually serves as a case study in problems of law and public policy. The very conceptualization of speech in society is being affected by this issue. Accordingly, the place of the V-chip in this debate is increasingly important; indeed, it may be argued that the V-chip's contribution to legal argumentation may be greater than its ultimate contribution to the relationship between children and imagery. Among the questions the contributors address are: *What research basis is necessary to require a framework for labeling and rating? *What relationship between government and the image-producing industries can be characterized--for constitutional and other reasons--as voluntary as opposed to coercive? *Who should evaluate these images? *To what extent should the evaluation process be centralized and/or distributed? *What assessment is appropriate to evaluate whether the experiment is "successful?" In addition to the V-chip's origin's in Canada and its further evolution in the United States, this book discusses the development of the V-chip and television rating systems in Europe, Australia, and throughout the world. It also includes essays which contrast the very different approaches in Canada and the United States in terms of the role of regulatory agency, industry, and government.

This book deals with the Internet’s influence on television. The traditional value chain has been transformed, giving rise to new forms of television that foster user generated content. We no longer dream about interactivity, but participation. Accordingly, the “digital natives” like to tag programs and films in the cyberspace, each conveniently tagged so that other users can find it. Although many questions have yet to be answered, this decade’s motto may be “the tag is the medium”. However, on-demand television is unlikely to replace mass TV. The Web 2.0 has brought an end to the “my TV” concept of the dotcom age and may put “our TV” in its place. These changes pose serious problems. The industry is facing the real threat of revenue cannibalization because current online business models are not financially rewarding. The Internet is not yet a profitable market for programs that require additional revenues to advertising. To date, the box office, video and premium television have been the main sources of revenue of the audiovisual industry. This book explores the factors at play in this shift.

Aquella memorable iniciativa de Eugenio Espejo de publicar el 5 de enero de 1792, en las postrimerías del régimen colonial, Primicias de la cultura de Quito, el inicio del periodismo en el Ecuador, fue replicada treinta y seis años después en Cuenca, cuando fray Vicente Solano puso a circular El Eco del Asuay (sic), el primer periódico que salió a la luz en nuestra, aún balbuciente, vida republicana. Era el domingo 13 de enero de 1828, días en los que bullían las ambiciones y tambaleaba la Gran Colombia. Se trataba de un impreso en folio de cuatro páginas a dos columnas de edición clara y limpia y en cuya primera página ostentaba un epígrafe tomado de una frase de Rousseau que decía: Ce n´est pas assez de dire aux citoyens: soyez bons; il faut leur apprendre à l´être. (No basta decir a los ciudadanos: sed buenos; es necesario enseñarles a serlo). Era evidente que en la naciente república corrían nuevos aires: los ideales de la Ilustración habían permeado en la mentalidad de los nuevos líderes de la sociedad. Transnational Communities in the Smartphone Age: The Korean Community in the Nation’s Capital examines the durable ties immigrants maintain with the home country and focuses in particular on their transnational cultural activities. In light of changing technologies, especially information and communication technologies (ICTs), which enable a faster, easier, and greater social and cultural engagement with the home country, this book argues that middle-class immigrants, such as Korean immigrants in the Washington-Baltimore region, sustain more regular connections with the homeland through cultural, rather than economic or political, transnational activities. Though not as conspicuous and contentious as other forms of transnational participation, cultural transnational activities may prove to be more lasting and also serve as a backbone for maintaining longer-lasting connections and identities with the home country.
