This book explores the attitudes, opinions and life experiences of first and second generation intra-state immigrants who are convinced and committed Basque nationalists. Based on in-depth interviews with activists, it challenges many of the assumptions often made about Basque nationalism as an exemplary case of ethnic nationalism in the exclusive sense. This volume is based on papers presented on ethnic minorities and inter-ethnic relations in Hungary and The Netherlands, which were presented and discussed in three conferences and a series of meetings from 1997-1999. This work builds on comparative studies of the rise of a radical right and the mobilization of anti-immigrant feelings. This book focuses on the political participation and grassroots mobilization of immigrants and racialized communities in the European context. Based on extensive data collected in Italy, it explores the role that alliances among pro-immigrant groups play in shaping political participation, asking why and how immigrant activists mobilize in hostile environments, why and how they create alliances with some white allies rather than others, and what might explain variations in forms of political participation and grassroots mobilization at the local level. Using social movement, critical race, and post-colonial theories, the author examines the ways in which both institutional and non-institutional actors, including immigrant activists, become involved and compete in the local arena over immigration and integration issues, and assesses the mechanisms by which both conventional and non-conventional forms of participation are made possible, or obstructed. By placing immigrant activists at the center of the analysis, the book offers a valuable and novel insider perspective on political activism and the claims-making of marginalized groups. It also demonstrates how pro-immigrant groups can play a role in racializing immigrant activists. This book explores how governments in multi-level states coordinate immigrant integration policies. It sheds light on how the decentralization of immigrant integration to substate regions can lead to conflict or cooperation, and how a variety of factors may shape different approaches to migrants. Immigrant integration is an increasingly important policy area for governments. However, in multi-level states, immigrant integration is rarely the responsibility of the ‘central’ government. Instead, it is often decentralized to substate regions, which may have formulated their own, unique approaches. The way in which migrants are included into one part of a state may therefore be radically different from the experiences of migrants in another. How do multi-level states deal with potentially diverging approaches? This book examines how governments coordinate on immigrant integration in multi-level states. Four multi-level states form the backbone of the analysis: two of which are federal (Canada and Belgium) and two that are decentralized (Italy and Spain). We find that intergovernmental dynamics on immigrant integration are shaped by a variety of factors ranging from party politics to constitutional power struggles. This analysis contributes not only to our understanding of intergovernmental relations in multi-level systems; it also enhances our knowledge of the myriad ways in which different regions seek to include migrants into their societies, economies and political systems. The chapters in this book were originally published as a special issue of Regional and Federal Studies.
