This conference brought together experts from 15 countries to discuss application of Artificial Intelligence (AI) techniques to the nuclear industry. It was apparent from the meeting that even those active in the field were surprised at the extent of work and the progress made. There was a strong impression that application of this technology to nuclear power plants is inevitable. The benefits to improved operation, design, and safety are simply too significant to be ignored. This is a much different conclusion than might have been reached a few years ago when the technology was new and people were struggling to understand its significance. We believe that this meeting reflects a major turning point for the technology. It has moved from being a topic understood only by specialists to a situation where users are the most active people in the field. A broad array of innovative work is described from all of the participating countries. The activity in the u.s. is large and diverse. Although there is no nationally focussed policy for AI research in the U.S., many of these activities are reported here. Japan and France have a strong drive to integrate AI technology into their nuclear plants, and this is reflecteq in these proceedings.

Bionics evolved in the 1960s as a framework to pursue the development of artificial systems based on the study of biological systems. Numerous disciplines and technologies, including artificial intelligence and learningdevices, information processing, systems architecture and control, perception, sensory mechanisms, and bioenergetics, contributed to bionics research. This volume is based on a NATO Advanced Research Workshop within the Special Programme on Sensory Systems for Robotic Control, held in Il Ciocco, Italy, in June 1989. A consensus emerged at the workshop, and is reflected in the book, on the value of learning from nature in order to derive guidelines for the design of intelligent machines which operate in unstructured environments. Robots are increasingly being used in industry to perform various types of tasks. Some of the tasks performed by robots in industry are spot welding, materials handling, arc welding, and routing. The population of robots is growing at a significant rate in various parts of the world; for example, in 1984, a report published by the British Robot Association indicated a robot popula tion distribution between Japan (64,600), Western Europe (20,500), and the United States (13,000). This shows a significant number of robots in use. Data available for West Germany and the United Kingdom indicate that in 1977 there were 541 and 80 robots in use, respectively, and in 1984 these numbers went up to 6600 and 2623, respectively. Just as for other engineering products, the reliability and safety of robots are important. A robot has to be safe and reliable. An unreliable robot may become the cause of unsafe conditions, high maintenance costs, inconvenience, etc. Robots make use of electrical, mechanical, pneumatic, electronic, and hydraulic parts. This makes their reliability problem a challenging task because of the many different sources of failures. According to some published literature, the best mean time between failures (MTBF) achieved by robots is only 2500 hours. This means there is definite room for further improvement in robot reliability. With respect to safety, there have been five fatal accidents involving robots since 1978.

The DARPA Robotics Challenge was a robotics competition that took place in Pomona, California USA in June 2015. The competition was the culmination of 33 months of demanding work by 23 teams and required humanoid robots to perform challenging locomotion and manipulation tasks in a mock disaster site. The challenge was conceived as a response to the Japanese Fukushima nuclear disaster of March 2011. The Fukushima disaster was seen as an ideal candidate for robotic intervention since the risk of exposure to radiation prevented human responders from accessing the site. This volume, edited by Matthew Spenko, Stephen Buerger, and Karl Iagnemma, includes commentary by the organizers, overall analysis of the results, and documentation of the technical efforts of 15 competing teams. The book provides an important record of the successes and failures involved in the DARPA Robotics Challenge and provides guidance for future needs to be addressed by policy makers, funding agencies, and the robotics research community. Many of the papers in this volume were initially published in a series of special issues of the Journal of Field Robotics. We have proudly collected versions of those papers in this STAR volume.
