The War on Terror has established a new global order of political structures, legislation, and technologies designed to spy on the world’s Muslims. This book explains the origins and trajectories of this political system. The contributors argue that a constellation of Western ideas about Muslims have evolved over time to produce an insatiable desire for all-pervasive, ever-expanding surveillance in our contemporary moment. The book posits that the surveillance order is not, however, only the result of conceptions of Muslims. It is, rather, the outcome of centuries of European thought regarding religion, governance, and revolution. Islamophobia and Surveillance traverses the existential desire for wakeful vigilance, the religious wars of early modern Europe, colonial India, the Balkan frontier of the EU, and the walls of the United States-Mexico border. The consequences of the new surveillance order transcend the West’s Muslim Question and threaten the very existence of the liberal democratic state. Following the terrorist attacks in the U.S. on 11 Sept., a reporting system was implemented on potential anti-Islamic reactions in the 15 European Union (EU) Member States. This report, based on 15 country reports, presents a comparative analysis of acts of aggression and changes in attitudes towards Muslims and other minority groups across the EU in the wake of 11 Sept. Its findings show that Islamic communities and other vulnerable groups have become targets of increased hostility since 11 Sept., although attempts to allay fears sometimes led to a new interest in Islamic culture and to practical interfaith initiatives. The report's recommendations are drawn from examples of good practice in overcoming fears and tackling prejudice.

Islamophobia: The Ideological Campaign Against Muslims examines the rise of anti-Muslim and anti-Arab sentiments in the West following the end of the Cold War through GW Bush’s War on Terror to the Age of Obama. Using “Operation Desert Storm” as a watershed moment, Stephen Sheehi examines the increased mainstreaming of Muslim-bating rhetoric and explicitly racist legislation, police surveillance, witch-trials and discriminatory policies towards Muslims in North America and abroad. The book focuses on the various genres and modalities of Islamophobia from the works of rogue academics to the commentary by mainstream journalists, to campaigns by political hacks and special interest groups. Some featured Islamophobes are Bernard Lewis. Fareed Zakaria, Thomas Friedman, David Horowitz, Ayaan Hirsi Ali, Irshad Manji, George W. Bush, Dick Cheney, John McCain, Hilary Clinton and Barack Obama. Their theories and opinions operate on an assumption that Muslims, particularly Arab Muslims, suffer from particular cultural lacuna that prevent their cultures from progress, democracy and human rights. While the assertion originated in the colonial era, Sheehi demonstrates that it was refurbished as a viable explanation for Muslim resistance to economic and cultural globalization during the Clinton era. Moreover, the theory was honed into the empirical basis for an interventionist foreign policy and propaganda campaign during the Bush regime and continues to underlie Barack Obama’s new internationalism. If the assertions of media pundits and rogue academics became the basis for White House foreign policy, Sheehi also demonstrates how they were translated into a sustained domestic policy of racial profiling and Muslim-baiting by agencies from Homeland Security to the Department of Justice. Furthermore, Sheehi examines the collusion between non-governmental agencies, activist groups and lobbies and local, state and federal agencies to in suppressing political speech on US campuses critical of racial profiling, US foreign policy in the Middle East and Israel. While much of the direct violence against Muslims on American streets, shops and campuses has subsided, Islamophobia runs throughout the Obama administration. Sheehi, therefore, concludes that Muslim and Arab-hating emanate from all corners of the American political and cultural spectrum, serving poignant ideological functions.

Islamophobia can be defined as the fear of or prejudiced viewpoint towards Islam, Muslims and matters pertaining to them. Whether it takes the shape of daily forms of racism and discrimination or more violent forms, Islamophobia is a violation of human rights and a threat to social cohesion. This is the first book to examine the relationship between European antisemitism and Islamophobia from the Crusades until the twenty-first century in the principal flashpoints of the two racisms. With case studies ranging from the Balkans to the UK, the contributors take the debate away from politicised polemics about whether or not Muslims are the new Jews. Much previous scholarship and public discussion has focused on comparing European ideas about Jews and Judaism in the past with contemporary attitudes towards Muslims and Islam. This volume rejects this approach. Instead, it interrogates how the dynamic relationship between antisemitism and Islamophobia has evolved over time and space. The result is the uncovering of a previously unknown story in which European ideas about Jews and Muslims were indeed connected, but were also ripped apart.
