Das Jahrbuch 2016 des Simon-Dubnow-Instituts widmet sich in zwei Schwerpunkten aus unterschiedlichen Blickwinkeln Stationen jüdischer beziehungsweise israelischer Diplomatiegeschichte. Der erste Schwerpunkt befasst sich mit Problemfeldern bei der Ausgestaltung des modernen Staatensystems seit dem 19. Jahrhundert, die für die europäischen Judenheiten von zentraler Bedeutung waren. Gezeigt wird, wie und in welcher Form Fragen von Staatsbürgerschaft, Emanzipation, Minderheitenschutz und humanitärer Intervention in den modernen Debatten zur internationalen Politik hervortraten und welche Lösungsansätze jüdische Protagonisten entwickelten. Der zweite Schwerpunkt untersucht mit dem deutsch-israelischen Wissenschaftsaustausch seit 1959 einen besonders belasteten Fall internationaler Beziehungen. Anlässlich des fünfzigsten Jahrestages der diplomatischen Kontaktaufnahme zwischen beiden Ländern werden vor allem die Widersprüche und Ungleichzeitigkeiten der wissenschaftlichen Zusammenarbeit in den Blick genommen. Inwiefern wurde an Traditionen deutsch-jüdischen Geisteslebens angeknüpft und wie bildete sich der Zivilisationsbruch des Holocaust in ihnen nach. Im Allgemeinen Teil und in den Rubriken des Jahrbuchs finden sich Beiträge zur politischen Ideengeschichte, zur Nationalismusforschung, Staatsbildung und Minderheitenfrage, zur Buber-Scholem-Kontroverse und zur deutsch-jüdischen Nachkriegsgeschichte.

Jewish-European émigré lawyers in the twentieth century were important agents of legal internationalism and served as carriers of intercultural concepts of international legal thought; concepts, which fed into postwar discourses, but were also often forgotten or marginalized. This interdisciplinary volume focusses on a range of international lawyers, historians, archivists and activists and their individual approaches towards International Humanitarian Law. It uses a biographical lens to analyze the impact of subjective experiences like academic socialization, ideological and religious viewpoints (Weltanschauung), social marginalization, political and racial persecution, and forced emigration. Moreover, it investigates the extent to which the emigrants' experiences shaped typical notions of twentieth century politics and law, such as universalism and particularism, cosmopolitanism and sovereignty, national self-determination, citizenship and statelessness, collective minority rights, and individual human rights.

In the second half of the 19th century, Southeastern Europe was home to a vast and heterogeneous constellation of Jewish communities, mainly Sephardic to the south (Bulgaria, Greece) and Ashkenazi to the north (Hungary, Romanian Moldavia), with a broad mixed area in-between (Croatia, Serbia, Romanian Wallachia). They were subject to a variety of post-Imperial governments (from the neo-constituted principality of Bulgaria to the Hungarian kingdom re-established as an autonomous entity in 1867), which shared a powerful nationalist and modernising drive. The relations between Jews and the nation-states’ governments led to a series of issues relating to the enjoyment of civil rights, public and private education, and political participation, which found varying solutions, sometimes satisfactory for the Jews, but often undermined by the political instability of the region. In this book, the position of the Jews is also approached from the point of view of contemporary western Judaism, perhaps more sensitive to the sufferings of “our poor brothers in the East”; a western Judaism, emancipated, integrated, intellectually advanced, liberal, and able to intervene in situations under observation through diplomatic networks, its international philanthropic agencies and its political representatives. For readers interested in modern history, this book offers a detailed survey of the Jewish question in the various states of Southeastern Europe before the Shoah.

The 2018 Yearbook of the Dubnow Institute comprises two focal points: The first offers new approaches to the history of the Jews in the GDR. Historical research has in recent decades focused primarily on the lives of Jewish Communists as well as the relationship between the SED to Jewish citizens of the GDR and to Israel. This volume therefore focuses on questions relating both to the lived realities in the Jewish communities of the GDR and to individual self-conceptions in the tension between Socialism and Jewish heritage in the "workers' and peasants' state". The second focal point reports on the on-site cataloging work conducted in archives and private collections in Israel. Various aspects and perspectives of an only recently rediscovered tradition of German Jewish history are here presented on the basis of estates and collections identified, cataloged, and processed in the framework of a joint project of the German Literature Archive in Marbach and the Franz Rosenzweig Minerva Research Center at the Hebrew University in Jerusalem over the past years. Archival theory and practice as well as questions of knowledge transfer and exile research are thereby addressed through case studies drawn from zoology, urban planning, orientalism, librarianship, film, and theater. The General Section and the Features of the Yearbook contain contributions on protagonists and facets of Jewish literary, political, philosophical, and economic history as well as their reception in Germany, Lithuania, the Soviet Union, and the United States, including Hannah Arendt, Lazar Gulkowitsch, Melvin J. Jabotinsky versucht Anfang 1940 in diesem seinem letzten und posthum publizierten Buch – noch im selben Jahr unter dem Titel The Jewish War Front (2. Aufl. 1942 mit dem Titel The War and the Jew) erschienen – die Situation zu umreißen, wie sie sich für den Zionismus in und nach dem eben begonnenen Krieg darstellen werde. Er nimmt zwar bereits den Beginn der Vernichtung der Juden in Polen wahr, spricht von »systematischer Vernichtung«, es entzieht sich aber selbst ihm – und das nach all den Erfahrungen, die er seit seiner Jugend von Verfolgung und Pogromen gemacht hatte – die Möglichkeit zu denken, dass die gerade stattfindenden Deportationen tatsächlich zum Zweck der totalen Vernichtung erfolgen sollten. Als Konsequenz des Kriegs sieht er darum Millionen polnischer Juden in Gefahr, die nicht zu den von ihm befürchteten zahlreichen Hungertoten zählen und an den Orten der Deportation überleben würden, aber danach erneut und umso mehr der antisemitischen Todesdrohung ausgesetzt wären – so wie es die wenigen Überlebenden nach dem Zweiten Weltkrieg dann wirklich waren. Während also Jabotinsky noch den Plan einer großangelegten Evakuierung von mehreren Millionen Juden nach Palästina entwarf, konnte die Untergrundbewegung der Bricha schließlich nur noch die Fluchthilfe von einigen Hunderttausenden organisieren. So ist dieses 1940, kurz nach dem Tod des Autors, erschienene Buch, das nicht zuletzt ausführliche Entwürfe für die Verfassung des zu gründenden zionistischen Staats enthält, die letzte Momentaufnahme des Zionismus vor der Shoah. Die Initiative zur deutschen Übersetzung der Publikation ist 2018 von Joachim Bruhn ausgegangen.
